No, no official stats.
Unofficial is a different matter, but no, no official versions.

I'd be interested in Fan designed ones as well.

I found one persons (author unknown) on the net and they did good job. Still other ideas would be nice.

They still need work, but I have changeling and shifter (still working on warforged)

Changeling Paragon

Table: Changeling Paragon
Level BAB Fort Ref Will Special
1 0 +0 +2 +0 Divided Ancestry, Socialite
2 1 +0 +3 +0 Change Shape
3 2 +1 +3 +1 Ability boost (Any)

HD: D6

Class Skills: The changeling paragon’s class skills (and the key ability for each skill) are Appraise (Int), Balance (Dex), Bluff (Cha), Climb (Str), Craft (Int), Decipher Script (Int), Diplomacy (Cha), Disable Device (Int), Disguise (Cha), Escape Artist (Dex), Forgery (Int), Gather Information (Cha), Hide (Dex), Intimidate (Cha), Jump (Str), Knowledge (local) (Int), Listen (Wis), Move Silently (Dex), Open Lock (Dex), Perform (Cha), Profession (Wis), Search (Int), Sense Motive (Wis), Sleight of Hand (Dex), Spot (Wis), Swim (Str), Tumble (Dex), Use Magic Device (Cha), and Use Rope (Dex).

Skill Points at Each Level
8 + Int modifier

Divided Ancestry (Ex): Unlike other racial paragons, changelings can take levels in more than one racial paragon class. After gaining at least one level as a changeling paragon, a character can take either doppleganger paragon levels or human paragon levels (but not both).

Socialite (Ex): Beginning at 1st level, a changeling paragons bonus on Bluff, Intimidate, and Sense Motive Checks rises to +3. In addition, the changeling paragon learns an extra language.

Change Shape (Ex): Beginning at 2nd level, a changeling paragons change shape ability improves. See the dopplegangers change shape (http://www.d20srd.org/srd/specialAbilities.htm#changeShape) ability.

Ability Boost (Ex): At 3rd level, a changeling paragon chooses an ability score to increase by 2.

Doppleganger Paragon

Table: Doppleganger Paragon
Level BAB Fort Ref Will Special
1 0 +0 +2 +0 Darkvision, Thick Skin
2 1 +0 +3 +0 Detect Thoughts
3 2 +1 +3 +1 Ability boost (Any)

HD: D6

Class Skills: The doppleganger paragon’s class skills (and the key ability for each skill) are Appraise (Int), Balance (Dex), Bluff (Cha), Climb (Str), Craft (Int), Decipher Script (Int), Diplomacy (Cha), Disable Device (Int), Disguise (Cha), Escape Artist (Dex), Forgery (Int), Gather Information (Cha), Hide (Dex), Intimidate (Cha), Jump (Str), Knowledge (local) (Int), Listen (Wis), Move Silently (Dex), Open Lock (Dex), Perform (Cha), Profession (Wis), Search (Int), Sense Motive (Wis), Sleight of Hand (Dex), Spot (Wis), Swim (Str), Tumble (Dex), Use Magic Device (Cha), and Use Rope (Dex).

Darkvision (Ex): A doppleganger paragon's darkvision increases by 30 ft. (whether the doppleganger has darkvision or not).

Thick Skin (Ex): The doppleganger gains a +1 Natural Armor bonus to his AC.

Detect Thoughts (Ex): A doppleganger is more adept at reading minds than most of it's kind. Beginning at 2nd level add your doppleganger paragon levels to the DC of the detect thoughts special quality.

If a changeling paragon takes the doppleganger paragon class, he gains the ability to cast detect thoughts as a spell-like ability once per day. The caster level for this is his doppleganger paragon class levels, plus his changeling paragon class levels, plus 1/2 his levels in other classes, and the save DC is based on charisma.

Ability Boost (Ex): At 3rd level, a changeling paragon chooses an ability score to increase by 2.

Shifter Paragon

Table: Shifter Paragon
Level BAB Fort Ref Will Special
1 1 +0 +2 +0 Savage, Eyes of the Beast
2 2 +0 +3 +0 Bonus feat
3 3 +1 +3 +1 Ability boost (any*)

HD: D8

Class Skills: The shifter paragon's class skills (and the key ability for each skill) are Balance (Dex), Climb (Str), Craft (Int), Handle Animal (Cha), Heal (Wis), Hide (Dex), Intimidate (Cha), Jump (Str), Knowledge (nature) (Int), Listen (Wis), Move Silently (Dex), Profession (Wis), Ride (Dex), Spot (Wis), Survival (Wis), and Swim (Str).

Skill Points at Each Level
4 + Int modifier.

Savage (Ex): Add your Shifter Paragon levels to your shifter feats when determining duration and times per day you can shift.

Eyes of the Beast (Ex): You can see 3 times farther instead of 2 times farther than humans in conditions of shadowy illumination.

Bonus feat: At 2nd level, a shifter gets a bonus shifter feat that he meets the requirements for.

Ability Boost (Ex): At 3rd level, a shifter paragon gets a bonus to an ability score based on what shifter trait he has.

Beasthide, Truedive, Widetail, Wildhunt: Constitution
Longtooth, Gorebrute, Junglerunner, Rapterleap, Razorclaw: Strength
Broadwing, Cliffwalk, Longstride, Swiftwing: Dexterity
Dreamsight: Wisdom

Saurian Shifter:

Bad Ref

Good Fort

Note: Thinking about adding spellcasting levels for shifter ranger.

I'd be interested in Fan designed ones as well. Not trying to be snide or anything, just genuinely curious.
If you were interested in fan designed paragon levels as well, why did you not only specifically say official, but go out of your way to put the official part in italics?

I assume he wanted official things first, rather than the horde of people who often seem to come out of the woodwork with homebuilds on a majority of class based threads. Many DM's tend to be more suspicious of homebrewed classes of all types, sometimes to the point of disallowing weak homebrewed stuff while letting in broken official things. But that is just my own conjecture.

yeah what Roland said

I wanted to know if there was official levels. After learning there wasn't I decided fan based stuff would be the next best thing. I enjoy making my own stuff and I know many people out there are very good at it. Granted IF there was official stuff I would likely take that over fan stuff as creating your own balanced classes and races tend to be a challenge.

The only advice I can give is to hand out the rules (as I interpret them to be) of the Racial Paragon prestige classes.

1: They should be 3 level prestige classes.

2: 2 of the 3 level should be very close to the favored class of the race in question. Khalastar Paragons would resemble Psions.

3: The basics of the class would also follow the favored class of the race in question. Changeling Paragons should have a d6 hit die, good reflex saves, and a pile of base skill points as the foundation of the class.

4: One level of the prestige class should be a souped up version of a racial benefit. Such as a Shifter Paragon getting an enhanced version of shifting.

5: Lastly, one level should offer a stat boost to either the same score granted a racial bonus, or the most important score to the favored class that race has. A Warforged Paragon would probably get a con boost, while the Khalastar Paragon would get an int boost.

Hope that helps.

Not necessary. However, I would probably add a skill bonus to first or second level, increasing the racial bonus to Balance, Climb, and Jump to +3 or 4. Most paragon classes boost racial skill bonuses. You've even included it in the changeling class.

I would also be inclined to drop the changeling's skill points back to 4+/level. No "official" paragons have more than 4+ skill points, and although I can see the point of giving changelings more, I certainly wouldn't go more than 6+. Also, you've forgotten skill points for the doppelganger (although, to be honest, paragon levels for a race that already has racial hit dice is a little weird to me).
