The Quor inside will be back soon-but, considering the low number of high-lvl NPCs, how can it find a new suitably challenging( in a physical way) host?I doubt that we can assume that there's always one or that the presence of the Quor causes rapid level-ups. Obviously, I'm missing something...but what is it?

As a DM, the actual number of high-lvl NPC's pretty much is your call, isn't it? ;) I doubt that we can assume that there's always one or that the presence of the Quor causes rapid level-ups. Obviously, I'm missing something...but what is it? As with any empty vessel, the Inspired will have access to some of the Quori's abilities, which accounts for the LA adjustment. Other than that, just make up something. Either make an uber psion again or make a slightly less powerful version accompanied by henchmen. A couple of Du'ulora Champions from Secrets of Sarlona might serve as good bodyguards / enforcers.
