Do they typically dwell in Khyber, Xen'drik, Zilargo, or somewhere else? In a "purist" (or however you wish to refer to it) Eberron campaign there would be no Svirfneblin. They simply don't exist. That's why you haven't seen any references to them. That said, as tweedledope pointed out above, the recent supplements have been heavy with suggestions on how to introduce subraces, new races, and the like. It isn't for everyone and can definitely alter the campaign setting significantly, but have at it if you will.
Arcane Guyver 02-13-07, 11:39 PM	The PGtE entry for Svirfneblin is actually pretty good. In fact, most of the core subraces used in the PGtE had good and logical placement, save for maybe the duergar (which just struck me as kind of lazy).
