Artifacts don't have price values becuase they are either one of a kind or extremely rare. I suppose if you found a pair of winds you could just assign a value, or if enough sets have been found, maybe they have started being produced on Khorvaire, and then you can just make up a price, a steep one I'd say. |

Just take a magic item description, choose whether you want the component to be embedded or attached, and voila, you're done. To make wings of flying, I would turn to the normal rules for creating a magic item. Begin with a magic item that has the effect you want. Winged Boots are a good choice here. You're moving it to the back slot. Some DM's might feel that is not an associated slot, and so it might cost 50% extra. This component should be attached rather than embedded (since it is visible and external). Pay the 16K (or 24K) and you now have wings. |

Just because the wings in RoE are artifacts doesn't mean all wings have to be. Just take the standard Cape of Flying (the one that has either bird or bat wings for a limited amount of time per day), make it a WF component, and say the wings are made out of wood and metal instead of feathers. Boom, warforged component wings. No fuss, no muss. :) |
