is there any feat that allows you to use INT as the key ability for bluff, diplomacy and the like?

I don't own complete scoundrel but as I looked at it in the store I believe I saw something of the sort. However, if I were the DM I would allow this option just as I allow STR to replace CHA in intimidation checks depending on the circumstances and I apply bonuses and minus due to the situation. I.E. a STR check for intimidate probably wouldn't work against a dragon but if you can inimidate him another way with CHA thats a different story.

Check out the thread titled:

X Stat to Y (http://boards1.wizards.com/showthread.php?t=320889&highlight=x+stat+to+y)

The bonuses you are looking for may or may not be in there but it is a good central repository.

Well, I might allow this as a DM, in a feat along the lines of a "Clever Diplomat". You have to be careful with trading attribute modifiers with skills, though. There's a definite potential for abuse if a character increases one stat at the extent of all others and invents a cadre of feats that allow all of his important abilities to be based off that attribute. So long as it's used with common sense and in moderation though, I don't see any harm.

WHAT? Common sense? Is that even allowed in DnD, Ithink I'll have to see a ruling for that or it's not going to show up in my game . :D Seriously though as a DM, because I don't require the use of a good feat for this, I apply heavy modifications for it to be used and thus the call only works under very particular circumstances.

It was mentioned in the FAQ. But, then again, common sense is contradicted so much in the core books that you should just ignore the answer there. It's just common sense.
