stembolt 07-20-04, 11:43 PM	They may have not wanted to set a precedent that racial powers can be boosted with action points. Only class powers can be used this way. They were also specific to avoid falling in the trap of some overpowered PrC getting too many uses of a power because of spending action points. That being said I as a DM allow all powers to be repeated with action points. If it becomes a problem I’ll take care of it then.

The final implementation of the action point system was determined by James, Bill, and the WotC development team. My contribution was the intitial idea that the setting should have a mechanic allowing the PC to stand out from the crowd and to emulate the amazing luck/heroic action that allows pulp heroes to survive. In brainstorming we agreed that the action point system would work for this, and James and the developers hammered out the details. I imagine that it's a purely semantic "It's not a class ability, and if we say any racial ability, we get into weird ground with all of the races that have limited-use spell-like abilities." If you or your DM want to allow extra shifting, go for it -- I don't see it as being significantly overpowered in comparison to rage. But as for the reasoning, all I can say is "It's that way because it was ruled that action points can be used for class abilities and not for racial abilities." Didn't realize until I posted this that the original thread-starter was also the one Keith was answering. Oh well.
