Ok, so there's Wrogar and Wroann, Wrel and Wrey (Queen Aurala's siblings), the Aundair ambassador in Sharn, a bunch of them in House Deneith. And I'm sure there's a few more I can't think of at the moment.

I've seen threads speculating everything I can think of, but where's the twin speculation? Why so many?

And the first person who tells me that there's only 12 pairs of twins in Eberron and when the 13th pair is born they'll be important is getting slapped. :D

Is there anything really to speculate? Although twins are rare, they're not unheard of. Perhaps its just a case of the Wynarn and Deneith lines being extra fertile.
Although (and bare with me, this isn't exactly what you said ;)), what if there are only 12 pairs of twins, but Vol was also a twin. Her twin is now dead but she lingers, so that makes 13.

there seems to be a disproportionate amount of twins, when reading through the ECS and Sharn book and counting the named NPCs.

I think its just an overzealous case of "Twins are cool".

You forgot Wrem and Wrek, but I suppose it doesn't explicitly say that they are twins.

And theres two more running 2 of the 6 Xendrik antiquities shops in Upper Menthis in Sharn. (which I'm still working my way through)

Theyre all over.

So I repeat,why?

Is it really just twins gone wild? Or is there a deeper reason?

It's an attempt to break into the twin market-- double the sales!

Sadly, my twin doesn't care for gaming...
