I know there are feats that enhance a PCs use of action points.

Are there any specific published ways to drain action points from PCs or otherwise thwart their use?

The only one I can think of are Save-or-Die spells =p

Fluff wise, Action points aren't something that exists. It is just a character puting out an extra effort in a critical moment.

I'm not sure if it’s really a mechanic or just fluff, but in Expedition to Castle Ravenloft, Count Strad takes all action points used with in the castle for himself. So the PCs end up powering up the BBEG by spending their power points while in his domain. If you are looking for a way to make a BBEG that eliminates or at least makes power points a dangerous decision there is a good example to follow.

I could see spending an action point to prevent someone else from spending one.

Actually, it's only if the PCs STILL fail the check when using action points.

Theres a spell in PHB II that makes you re-roll a die rolled.

Can you cast this spell on the d20 after the player decides to roll the action point? Can a player decide to cast this on the (heroic, with the AP feat) NPC after the DM rolls his action point?
