In PH, it states that the base price when creating a scroll is: its caster level x spell level x 25 gp. In ECS, in the artificer' s text, page 32, it states that when creating the fireball scroll, you spend 5 x 3 x 12.5 gp. Why is it 12.5 and not 25?

The price in the players handbook is the PURCHASE cost. Item creation is at half purchase cost

Refer to the DMG page 284 and around there for item creation in detail.

A 1st level scroll sells for 25gp in the market, but the cost to produce it is 12.5gp, 1xp and 1 day.
