Just so I'm clear...
A 1st level artificer with the cost reduction feat (-25% gp) would pay 9g 4s and one XP (or craft point) to scribe a cure light wounds scroll.

A 2nd level artificer with the cost reduction feat would pay 18g 9s and two XPs (or craft points) for a cure light potion. If the artificer has the xp reduction feat (-25% xp), then it would only cost 1xp right? Normally it would cost 2xp, but 2x.25=1.5 and in DnD we round down all fractions-yes?

So there is no use taking the xp reducing feat at level one and very minimal use for having it at level 2. Does this jive with what all you artifice players have seen? and is my math (and concept for calculating costs) correct?

Your math is fine, but you may be forgetting that Artificers have an effective level for crafting purposes of their own level +2. That means a 1st-level artificer can attempt to scribe a 2nd-level scroll, which I believe costs 6 XP. The XP-reducing feat would reduce this to 4, so he would gain some benefit from it.

No.. they have an effective level of their own level +2 for meeting item prerequisites, but not for setting the item's caster level.

The example in the book makes this clear. A level 3 Artificer can make a Scroll of Fireball (a spell which would normally require a level 5 caster), but it's a CL 3 fireball which does 3d6. He can't make a 5d6 scroll until he's 5th level.

Yes, but they still pay experience for such items as though they were that higher level, so they can still potentially benefit from the XP-saving feat at 1st level.

Just as a side note, something that tripped me up at first, the XP costs are still based off of the base price, not the reduced price from the feat. Same with crafting time.
