A simple encounter design for 2nd-3rd level characters. This should be a little side adventure between big adventures. Please input on my design.

PCs are hired by house Kundarak (or whatever). They are to investigate the house Kundarak bank at the top of the Kundarak tower in the Korranath District in Sharn.

A Rogue2/fight2/Sorc2 human with 18 charisma is scamming customers. He's asking them to switch the money they are going to deposit into the bank with his marked money so he can tell which tellers are stealing money. Unfortunately, the money he trades with is fake gold. His companions are an Ogre who is always invisible at his side or close by. He also has 4 1/2lings Rogue2 as personal cutthroats.

When the PCs first get to the bank entrance it is on a large bridge/balcony with many benches for customers and whoever. They will see many people about including guards who are continally asking people what their business is.

The Rog2/fi2/sor2 will be up here when the PCs arrive and will be talking with a potential target who will refuse. The PCs will probalby want to question many people to find out some info. Gather info DC20 + or - appropriate modifiers. Intimidate may produce some info from any NPCs who are not reputable looking. Diplomacy may also be used if an NPC wants to offer info for a fee. INFO discovered:
1. a man with a hat,
2. nobility attire,
3. very good looking, and finally,
4. the man over there.

When they do finally discover the potential villain, he will have a good lulliby (waiting for aunt). Sense Motive -5 vs. Bluff +7. This questioning will cue the four 1/2lings to come and sleight of hands some items from the PCs. They will then run and jump over the edge all having R. of Feather fall. At this time the Rog2/fi2/sor2 will also evade the PCs by jumping over the side as well as the invisible Ogre who is always close by.

This will leave the PCs on a cold trail. Later that night the four 1/2lings will find the PCs and 2 will approach from the front while 2 will sneak up from the rear. They will also have daggers with sleep venom (a special potent Drow Poison +3) Fort DC 16/ DMGpg297. If the PCs are put to sleep, most all of their gear will be taken. However, if they should win, they will get no info from the 1/2lings.

At some point the PCs will try to return to the bank or any other bank. Gather Info DC20 can be used or Intimidate the right person who may know or Diplomacy with someone who may wish to sell info. At this time they will once again see the Rog2/Fi2/Sor2 but if he sees them first he will once again flee. The PCs must use some kind of tactic to not be seen to catch him. It may take several days attempts with many more skills checks to discover the next bank he will be at. Have more 1/2lings show up every night with similar tactics as listed above.

Finaly, when the PCs do catch the villain off guard, the invisible Ogre will attack and fight to the death while the villain once again flees. It may be that the PCs never catch the villain. But, because of the PCs actions, the villain decides to try some other scam that doesn't involve banks. Let the PCs use Gather info and such to figure this out. The end result is that the PCs won't see him again. However, he will show up again in the PCs lives as a pest in some other scheme that they may come accross. An NPC enemy to buffet them on occasions.

sounds good, but

1. the rog/fight/sorc sounds a bit high level, not breaking, but you might want to come up with a reason why he is so high level

2. why does the ogre fight to the death.

3. why oesn't the culprit skip town after being found out couple times

4. how will the PC's get by without their gear if they lose it to the halflings, and why are they so loyal as to not give info in order to,
get away/stay alive/get reduced sentence.

other than that i like the idea, it has that Eberron feel :D
