The sourcebook goes into some detail about the 13 planes that are around Eberron, but I am not clear on whether that is an exhaustive list or whether Eberron fits into the broader D&D cosmology. Should I allow a native of Ysgard into an Eberron campaign?

I wouldn't suggest it, to be honest. Planar occupants seem to be really rare, for the most part. However - make him a native outsider and say he's from Xen'drik. That's the answer to any odd races - don't mind him, he's from Xen'drik.

I would certainly place planar bariaurs in the mountains of Thelanis. A couple of herds probably made it over to various mountains about Eberron in the past however and may well have been valuable allies against the giants at certain points as well as developing the native outsider type.

That or you can take stone_dog's very fine suggestion - I hope I didn't come off as being a bit mean (toothaches do that to ya).

Who want's to disagree with the Right Hand of Hellcow?

No worries, you didn't come off as cranky or mean. But I do prefer the Thelanis idea to the "dump 'em in Xen'drik" suggestion. So thanks to you both.

Why Outsider (native)? What's wrong with monstrous humanoid?

Because Bariaurs are outsiders. In Eberron's cosmology, I would put them in Lammania, the forest plane. Even if they are more mountain critters.

Lammania is the plane of natural wonder, vibrant life and all that. Putting them in Thelanis just feels more right to me. I can't really place it other than between Thelanis and Lammania I'd rather go to THelanis. Since I'd rather go to Thelanis I don't want to miss out on the bariaurs, so I put them there.

I cast my vote for Lammania. Thelanis just seems too...fey for bariaur in my eyes. Centuars, sure.

Personally, unless you're into the whole planar thing, I would just place them on Eberron somewhere. Any isolated mountains would do for explaining why everyone doesn't know about them.
