Unless I am missing something, maybe the properties of a Khyber dragon shard or something (cannot find anything that states otherwise). Bound Elementals can and will escape a planar binding in lets say a minimum of a month or so.
Not to mention how rare it would be in Eberron for such items to exist. It takes a 9th level wizard or a 10 level sorcerer for a lesser planar binding.
You must be within range of the target. Magic Circle must be cast as well which has a limited duration, hope you hit it with dimensional anchor. It gets a spell resistance, dimensional travel and a charisma check to escape. The anchor only prevents dimesional travel. If you roll a 1 on charisma check each time you try to compel it to perform a service it escapes. If it is an open ended task you request of it (fly this ship around forever) it gets a check once per 24 hours to escape.

Actually, the items use planar binding, not lesser planar binding, and a minumum of 11th level.

Which brings up the other point: they are enchanted items, not the focus of a spell. Much like Resist Elements doesn't wear off a ring that's been enchanted, the binding doesn't wear off the khyber shard that's been enchanted (and enchanted into armor or weapon, to boot). And it's not cast in a few minutes or hours, but enchanted over days or weeks (for the weapon enchantments) or nearly 3 months (for the armor enchantments). If that's not enough, remember that Khyber shards are used because of an affinity to binding spirits and souls. They make it easier to bind the elemental. That could affect duration and SR, couldn't it?

Think of it as a special material cost and special spell used in enchanting armor and weapons. In fact, it even counts aganst the 'bonus points' of a weapon's maximum enchantment level.

Well it does say the Khyber shards have an afinity for binding but there are no specifics as to what that entails.
The only other scarey aspect of what you are saying then is that the binding is not limited to elementals nor is it limited to NPC's. Anything can be bound for an unlimited duration.
You could have demon bound armor and weapons or celestial equivalents. Bind would also allow you to bind non-planar creatures such as players, forever.

Yes, you could if you knew the appropriate procedure. It may even be part of the explanation for intelligent weapons.

One appropriate procedure for permanently trapping a PC is call "Trap The Soul". It's an 8th level Wizard/Sorcerer spell. Another is Soul Bind (9th level W/S). Soul Bind is used in the Keeper's Fang on page 266 of the ECS. It's not an idea new or unique to Eberron. Just the mechanism is.
