So, I've been DMing now for five games (two and a half months) and the pcs have finally taken some prisoners to do some interrogation. The prisoners are Emerald Claw soldiers who had kidnapped the pcs employers daughter previously. Now, the pcs are going to want to know where the BBEG is hiding, and next game they are going to interrogate them. This is taking place in New Cyre. My question is this;

What are the laws in Breland regarding taking prisoners?
How would you handle this situation if it were your game (I've only been dming for 2.5months now)?
Does Eberron have a "Geneva Convention"?
If the PCs turn the prisoners over to the authorities, what will happen? The E.C. kidnapped someone and tried to ransom them, so that definetly is a crime, but the PCs killed one of the them?

Anyway, please help me out by throwing out your ideas.

Thanks

Not enough information.

Are the PCs working for the Brelish government? Do they have National police powers?

If handed over to the "proper authorities", they'll probably get interrogated to see how much Breland is involved in their plans, and then handed over for a "fair" trial. The trial will probably end in capital punishment, as the EC is a terrorist organization.

Jonthegm,

The Pcs have no special affiliation with anyone. They are a mercinary adventuring group that was hired by a vassal lord of Cyre to retrieve a family heirloom from a tomb beneath Sharn, and then to retrieve a similar magic item from his home in the Mournland. After completeing each job, they were jumped by the Emerald Claw, and both times they lost the item they worked so hard in retrieving (aren't I an evil DM :evillaugh ). Then they tracked down the E.C. hideout in eastern Breland, raided the place, got the goods back and exposed an outlawed stronghold on the edge of Breland and gained a little fame (the pc cleric died, but was raised the next game). The next game, the vassal lord's daughter was kidnapped and ransomed for the items. The pcs got the jump on the Claw and managed to free the girl, and capture two of the E.C. soldiers (one dead, some fled). Now, next game they are going to be interrogating the two E.C. soldiers about where the BBEG (who killed the cleric) is. The pcs want to know other info, but the most important to them is getting revenge on the BBEG (especially because it is 'good' revenge, ya know stoppin' terrorist! :shifty: ) So, that is where I find myself today. I have two weeks to plan for this, but I was wondering how you would handle this.

Well, take a look at City of Towers if you have access to it. It has a lot of Brelish laws there.

Let's see...
I'd see them charged with crimes of aggression, deception (the ransom), theft, possibly misuse of magic if they used magic in their capers, as well as murder for any deaths they've caused. Also, if it's actual nobility they kidnapped, I'd try and charge them with treason.

Under Brelish law, it's very hard to get capital punishment. Treason and murder are really the only crimes you can be executed for. However, someone who is deemed an ongoing danger to the community could get sentenced to death.

For terrorists like the EC, I'd either have them receive the death sentence, branding (special magical brand made by House Sivis, recognized throughout Khorvaire, the person branded is no longer protected by the law, so do what you want with them) or exile as the least of their punishments. Also, no matter what the other punishments are, there's always fines.

If they're not allied with Breland, and they're reasonably careful about who knows about it, they can do pretty much anything. Especially if they're not in Sharn. Breland is mostly farmland; plenty of room to dump a body.

If Brelish authorities DO know about it, well then, things might get heated over vigilantiism. Though if the PCs can prove it was the EC, then they might get quite a bit of leniency.

The majority of the kingdoms that signed the Treaty of Thronehold (the the exception of Karrnath and a few others) are ruled by the Code of Galifar. So, Breland, Cyre (well, what's left of Cyre), Thrane (I believe), and Aundair all follow the same laws as those in Sharn.

it would have been hard for cyre to sign the treaty
