I'm currently running an Eberron campaign. Once that one finishes (which should be in about 4 sessions time). I'm going to start another. This si the idea below:

An underworld of towers

Sahrn has a huge criminal underworld. Eveyone knows it. Criminals are everywhere, even in the city's government. So the heads of the city have come up with a plan to tone down the level of crime. They will start a new crime solvers unit named the Foreign Crime Investigation Unit (F.C.I.U). This unit is made up of adventurers from everywhere besides Sharn. That way, the leaders have confidence that there can be no crime family insiders to deal with the unit.

the character's role
the characters are those who have been responded to the call for people to fill the F.C.I.U. The first adventure will occour on the lightning rail to Sharn where a famous Aundairan invsetigator is murdered. After the Pc's help solve the case, they are formed into one team within the unit and are put up for cases.

tone
an underworld of towers is meant to have a very C.S.I feel where the Pc's have to piece together clues and track down crime families. It is high on mystery and action

adventures
As said, the campaign involves a lot of mystery. It will take the PCs all over Sharn, from the cogs to the lower distirct to covert missions involving parties in Skyway.
Pcs will find themselves facing thugs, crime lords, assasins and corrupt government officials. All of the major organizations will hold a role in the campaign, be it ally or enemy. And like all campaigns, PCs will face difficult situations from hostage situations to secrtes that they weren't meant to know...

So what does everyone think?

NICE!

It reminds me a little of my set up for City of Lies (L5R). I have a feeling that the Sharn sourcebook will have ample resources for you to draw on for just that purpose.

Sounds good. However one thing I came up with when I was working on a similar idea: a lot of the loot they recover from bad guys is going to be "evidence." They can't keep it. So maybe give them a nice salary?

Hmmmm I was worrying about the treasure problem. The salary solution is a good way to solve it though, thanks SVD!

i think thay should be paid as free lancers "on a case by case baces" rather than the constant sallery, on sallery first level party gets paid as much as a tenth level party,

Well you could do it like some of the parishes in Louisanna and counties elsewhere who allow their vice cops to claim certain items from the busts after the trials are over. They are allowed to keep cars, boats etc.
