I was trying to find out where it says that but all it says is find it in the feat discription earlier. So I can't find it and I wanted to know if it is like the Abberant mark where the CL is half your level or what?

The Least Dragonmark, Lesser Dragonmark and Greater Dragonmark feat descriptions give it in their last paragraph. The caster level for the Siberys Mark is given in the last paragraph of the Siberys Mark (sp) entry on page 81 (all in Eberron Campaign Setting).

The caster level increases with the power of the mark; but it is not based on the overall level of your character. Only certain prestige classes (Dragonmarked Heir and many of the new PrCs in Dragonmarked), and some magic items may add to it. PrCs cannot increase your level by more than 5, though.

However, at least one dragonmark has an ability tied to the character level rather than caster level (the dimension leap ability of the least Mark of Passage).

I am sorry but I still can't find it for some reason. I keep looking at page 63, the paragraph just befor the mark of detection and it says look at the feat discription earlier.

The "feat description" means the feats that appear in the feats section. More specifically:

Least Dragonmark [General] on page 56
Lesser Dragonmark [General] on page 56-57
Greater Dragonmark [General] on page 54
