In races of eberron, they introduce a changeling feat called Racial Emulation. This feat allows a changeling to gain the subtype on any race that it changes into, so it can use alwase breed true with that race, and use magic items, spells, Etc.
Combined with the Chameleon Prestige class from races of destiny (which the book says is perfect for changelings) which grants a bonus feat that can be changed every day, so long as you meet it's prerequisites.
It seems to me that you can now take the form of an elf and gain the least mark of shodows for the day, and get another elf knocked up. The child will be an elf, and has a chance to manifest the mark.
If we extend this a little more, there is no reason why it wouldn't work for the 13th mark (except for the real world reason that stats for the least mark of death don't exist yet).

Hmm... well, it's an interesting idea, to say the least. I don't have the books in front of me at the moment, so this is all just my opinion. Personally, I'm not sure this is something that I'd let a player do on their own. I might do this as a DM; anything as world-changing bringing back the 13th mark is something that (IMO) must be DM approved. This could be one of the ways that a certain someone is trying to bring that mark back.

On the other hand, there are some issues that make the idea questionable. Is a Dragonmark something that can be emulated by the Chameleon PrC? And if it is, is the emulated mark "real" enough to be passed on to offspring? And then there's the issue that you mentioned, what the heck does the least mark of death do, anyway? And, there are probably more things that I've forgotten.
