From the main site: Children of Kyber (http://www.wizards.com/default.asp?x=dnd/ebds/20070416a)

So, what do you all think? Finally a counterpart to the regular dragonmarked PrC. It's not a Siberys power, but still something really great, I'm happy they made it. And I'm happy it's on the site.

An October release would be promising, but I doubt Wizards is even considering making the book at this time.

Nope, their October release is http://www.wizards.com/default.asp?x=products/eberron/957297200

I could see it being a January or March release for 2008, but more likely late '08 or early '09.

Ah, that explains it then! Yeah, that seems a good estimate.
