d20 rolls and Action Points [Archive] - Wizards Community

not sure if this is the correct category, but I got to thinking about Action Points.
In the 2 Eberron games our group has going right now, most of the time the players make all the rolls for their characters, even "secret" ones like passive Searching, for example.
In the case of Action Points, at what point can a d20 roll not be a "behind the DM screen" thing? Example, I'd like to make a Will save for our wizard who's doing something that isn't a direct or overt threat. But that robs him of the opportunity to spend an Action Point to affect the roll. The only argument for this that I can think of would be in the example I just mentioned. The threat or situation isn't a direct or overt threat that Action Points are normally spent on...
Any thoughts?
