Developing an Adventure in Pra'Xirek [Archive] - Wizards Community

Hello, everyone. I'm currently working on designing a short Eberron Adventure set in the Pra'Xirek, the Lost City of Giants. For those of you that haven't read the Explorer's Handbook, it's the ruins of a Giant city in Xen'drik, several days' flight from Stormreach. First, here's a brief overview of the inhabitants:

1. A group of Locathahs inhabit a portion of the city that is underwater and just off of the shore. They are essentially peaceful, but regularly fight territorial battles against the drow and are naturally suspicious of outsiders.

2. A tribe of Drow lives in the jungles around the city, waging a perpetual war agains the Giants and occasionally sparring with the Locathahs. They seek to reclaim what they believe is their city, and would be willing to negotiate with anyone for more power.

3. A tribe of hill giants lurk in the inner ruins of the city, doing nothing but following the orders of the "Ancient Ones."

4. A small family of cloud giants live in a massive floating palace over the city, styling themselves the "Ancient Ones" and pretending to control the lost magic of the Giant empire. In reality, they are barely civilized, but the hill giants obey them unquestioningly while they battle the Drow for their city.

5. Several Umbragen have slipped through the shadows into the ruins of the city unnoticed. They hide in the darkest shadows of the ancient Giant vaults, where they have discovered several powerful artifacts. The shadow elves are too busy hiding while studying the artifacts to take part in any fights, but they will defend their lair to the death.

So here's the deal. The Party has arrived in Pra'Xirek after a messy airship crash with the intent of exploring the ruins and finding a Giant artifact that is the focus of their adventure. By the time they arrived, a rival expedition of the Acquisitions Directorate has arrived and is searching for the artifact while dealing with the natives--for those of you who don't know, the AD is the evil version of the Wayfinder's Guild, interested only in magical power and controlled by the Twelve.

My question is this. I have all of the elements in play; a rough map, several rival factions, and a goal for the PCs. Now how do I choreograph all of the possibilities here into a coherent and exciting adventure? I know vaguely what I want to happen, obviously ending with the PCs recovering the artifact and finding a ride out of here. I just don't know how to get started and plan who does what where and why. Any suggestions or ideas? Or just general feedback?

I plan to have Lucan head to Pra'Xirek at the end of WotVB, instead of towards Karnnath as a way to get my players to Xendrik. I'd love more information on your ideas there.
