So... Is there anything equivalent to a taser in Eberron? It seems like it would be useful for a Sharn guard to have.

Perhaps a rod that does a couple d6's of non-lethal damage at 20'?

Hmm.... Two options I can think of:

1) According to Complete Arcane, spells that require an attack roll can be made non-lethal in the same way that weapon attacks are by taking a -4 on the attack roll. Shocking grasp requires a touch attack and thus would probably make a good "taser" effect.

2) As above but with the non-lethal substitution feat from Complete Arcane/Mage which allows you to take any damage spell and make it non lethal.

Eternal wands of Hold Person?

Just a 2nd level spell, so I think it still qualifies for the Eternal mod.

-Depending on level and severity, I'd go with a wand of Nybor's Gentle Reminder, Nybor's Mild Admonishment, or Nybor's Stern Reproof, all Red Wizard spells from Magic of Faerūn (Pgs. 110-111). Of course, I know how much you Eberron guys hate the Realms...:P

-All three spells cause a varying degree of pain, stun and daze those effected for varying times, and bestow slight penalties once they recover, for a limited time. The Red Wizards use these spells to keep their slaves in line. Very taser-ish.

Daze? Lacks the pain component but still...

The problem is you need something low level warriors can use reliably. That's going to require an item. No wands or scrolls etc. That's pricey so using a cantrip will keep the cost low.

As to the question itself, I would say ray of enfeeblement, [nonlethal] shocking grasp, or touch of fatigue.

When it comes to magical crowd control, nothing beats a Wand of Fireball built with Subdual Substitution (dunno if that made it into 3.5, turns all of the damage done by the spell into non-lethal). Drop entire crowds of rowdy protesters with a single charge, without hurting anyone.

An eternal wand of Shocking Grasp with Subdual Substitution would model a taser almost perfectly as well.

In Sharn: City of towers pg 168 there is 3 new spells that deal nonlethal damage.

I'd say anything like a taser would be a spell, since a magic item costs so much that it would just be more cost effective to hire spellcasters then equipping city watch with the weapons.

As for what a normal guard (1st or 2nd level Warrior/Expert) would use to subdue people, that's why saps were made.

The first thing that came to mind for me was Improved Familiar: Shocker Lizard, actually. No idea how that would be practical though, but I could imagine Magewrights running around with Obtain Familiar and it though...

Custom Magic Item:

Subdual Glove
Price (Item Level): 1200g (4th)
Body Slot: Glove
Caster Level: 5th
Aura: Faint (DC 17), Evocation
Activation: Standard (command)
Weight: --

This is a dark blue leather glove with a silver emblem of a lightning bolt surrounded by a circle on the back. On the palm and each of the finger tips is a single draconic rune that simply reads "Lightning." Every once in a while the glove seems to crackle with electricity.

As a standard action that provokes attacks of oppertunity, you may make a melee touch attack to deal 5d6 of nonlethal electricity damage to a target. Against targets wearing metal armor (or carrying a lot of metal, made of metal, etc) you get +3 on the melee touch attack roll.

This ability functions three times per day. If you miss, the use is wasted.

Prerequisites: Craft Wonderous Item, Shocking Grasp.
Cost to Create: 600g, 48 exp, 2 days.

Toloran, I have to say, I really like yours because it can be used by any Joe ir'Shmoe guardsman. I might dial down the damage to about 3d6, though, as these are likely designed with average people (not PCs) in mind.

It is a bit overkill for your average dude, but it is mostly that high to take care the various monstrous creatures that inhabit sharn.

For the record, 3d6 is the minimum damage becuse non-lethal shocking grasp is a 2nd level spell (1st lvl spell + 1 for being non-lethal via metamagic). The costs are:
5d6: 1200g
4d6: 960g
3d6: 720g
