Dal Quor was also going to be my origin point. I was going to place the them in Xen'Drik (like just about everything else Dragon). This makes sense since that last time the Quor came to Eberron was on that continent. They came across as soldiers/assassins/labor with the Quor. There chaotic society lends itself well to the savage appearance of Xen'Drik. NPC diaboli will likely be agents of the Dreaming Dark. They could also appear on the psionic continent(name escaping me) as some sort of guards for the Inspired.

Another line is that they were fleeing the Dreaming Dark and escaped into Eberron and are assisting the kalashtar in there fight against it. What were you think of doing?

40,000 years ago, the Dal Quor became coterminous with Eberron, and the dreamfolk invaded Xen'drik. With them came the diaboli, dark shadows of the elves and drow. Though the Quori were eventually crushed back and their portal destroyed, the diabolii remained, though they had to hide in darkness and silence.

Once giant civilization had crumbled, the diaboli left hiding and spread throughout Xen'drik. Often evil and almost always chaotic, diaboli have set up and abandoned sinister cabals, led drow clans, and made demonic pacts with unsuspecting mortals. Many still remain on Xen'drik, though some, using sorcerous mimickry, departed for Aerenal with the elves, and then spread to Khorvaire, while others found their way into Khyber and thus can be found virtually anywhere.

For the most part, diaboli work against those who would prevent planar coterminous, as that is of course why they are stuck on Eberron. They often lead cults of the Dragon Below, and actively seek harm on any Kalashtar they see. However, a few diaboli turn against their racial prejudice; at one time, a prominent sect of Gatekeepers was guided by a diaboli druid.

Their knowledge of the Inspired is limited; however they show much interest in it, for they believe it to be the beginning of a link home.
