I wanted to know if the Dragonmarks affect characters at all if they are in the Houses with Dragonmarks. Is there anything about Dragonmarks that affects players that I should know about.

Also as a off topic question, Other than the Eberron setting book, what othe Eberron books might I need to run a effiecent story? Also, can I run the game with 3.0 rules, or is it more or less required to buy 3.5?

In order to have a Dragonmark, you have to be from a Dragonmarked House or descended from someone who is. Having a Mark does not automatically grant any special rank or influence. It is like being related to a huge noble family or merchant house; some are powerful and influential, but the majority are just normal people and employees.

I would say that you could run Eberron in 3.0, although you might have to do a few conversions once in a while, which might be annoying.
