Do Incur any Multiclass XP Penaltys?

Race - Elf (Valenar)
Point Buy (25) - Str 13 Dex 16 Con 10 Int 16 Wis 8 Cha 8

At 13th level, your Rogue and Ranger levels are two levels apart, so you suffer XP penalties since neither of those is an Elf's favored Multiclass. The Horizon Walker levels never matter since they are a prestige class. Depending on the feats you are taking, you may qualify for a Prestige class with Sneak Attack dice if you want to avoid the multiclass penalty (such as Guild Thief).

Actually Ranger is the favored class of the Valenar Region so no the character wouldn't incur any Multiclass XP penalties. A races favored class is never counted for the the character's total levels when it comes to Multiclass XP penalties.

Are you sure about this? I cannot find this in the book. While the section on the Valenar Region on page 27 says, that Ranger is the most common class in Valenar it doesn't say, that Ranger becomes the favored class for someone from Valenar.

No, Wizard is still the prefered class for Elves. The reason is that they make natural wizards, no matter where they are. It's just part of the fact that elves generally like the "artistic" value of wizardry, and that they are inherently magical. :)

How do there regions of origin work? I don't have book yet but had a quick look at it. Does it change your class by adding the skills as class skills? Or is it just a guide to show the classes, feats and skills people from these regions tend to focus on?

Actually Ranger is the favored class of the Valenar Region so no the character wouldn't incur any Multiclass XP penalties.Just to clarify this, all elves in Eberron still treat Wizard as their favored class. Eberron creator Keith Baker has said that treating Ranger as the favored class for Valenar elves might make a good house rule, but you'd have to clear it with your DM.

The regions of origin thing is just a suggestion. It's a list of skills and feats that would be common there.

I don't know where you heard that, but I have seen nothing to that effect. All races and classes are intended to be used exactly as shown in the Player's Handbook. Region has some mechanical effect, for example whether your Halfling can use a Talanta or boomerang and whether your babarian and take the Dragon Totem feat, but nothing to the degree of adding or changing favored Multiclass.
