The starter adventure at the rear of the book, lists encounter levels. An example is the city watch EL 5. Are you meant to award the players experience from all parts which list these EL's?

When awarding experince, you should give experince for each creature defeated, not for the ECL of the encounter. While sometimes this works out to the same thing, a fifth level party fighting off, say, 40 orcs, would get less exerince as a whole if it was treated as 20 CR 1's, instead of a CR 5. ... I think...

Boy, that's a lot of Orcs...

I hate to be the voice of contradiction, but experience is awarded by the Encounter Level, not the CR of the individual monsters. If you don't believe me, try using any d20 Encounter Calculator (http://d20srd.org/encounterCalculator.htm) on the web, or just look it up.

Meanwhile, I would probably just use a mob instead of 40 1st level orcs.

If I may quote the DMG 3.5 Page 37,

To Determine the XP award for an encounter, follow these steps.

1. Determine weach charecter's level. Don't forget to acount for ECL in any charecter are part of a powerful race.
2. For each monster defeated, determine that single monsters Challenge Rating.
3. Use Table 2-6 to cross reference one charter's level with the Charecter Rating for each degeated monster to find the base XP award.
4) Divide Base XP award by the number of charecters in the party.
5) Add up All the XP awards for all the monsters the charecter helped defeat.
6) Repeat Process for each Charecter.

The only reference to Encounter Level in the section refers to determining if a combat had been a challenge for a party, and therefore worth XP. It has nothing to do with figuring out experince.

Let's face it, sometimes people get things wrong...

However, in numerous published modules there are encounters that add something akin to "depending on how the PCs handle this challenge, award them the XP of a CR## encounter."

One example I can think of is Keith's "Steel Shadows" from Dungeon magazine ... there's a scene where the PCs must diffuse a potential riot between Tain Foundry (WF) workers and their management. There are lots of characters there and it can turn into a fight with the PCs on one side or the other (or both/neither) ... but the XP is given as if a single creature was encountered/defeated.

Also, you'll find, that XP by EL and XP by individual monster is very close. I've switched over to using an XP Calculator, and haven't gone back....
