I was wondering whether Eberron has ruled out epic levels being included in its cosmology.
I saw that the Lich, Vol, is only 16th level.
Combined with the reduction in high level NPCS, and I wondered whether Eberron was going for a low-power setting?

I haven't read anything that stated Eberron does not allow or will not have Epic level anything.
However it seems, to me anyways, that the setting is made to for low to mid powered PC's. So that around 10th level your character is among the proud and few.
Either way if your the DM it's your campaign do with it what you will.
If it bothers ya, just add 10 to the level of an NPC if you want to...Vol as a 26th level spell caster. That's what I've thought of doing anyways.

Another word: Rajah.

More words: Daelkyr can advance up to 50 HD, and rakshasa rajahs have divine rank of about 5 or so.

So no, epic levels certainly aren't ruled out.

It's going for an all-power-level setting. There's definitely a place for low-level PCs in Eberron, and as they grow in power, so do the various big bads that must be put down. There are definitely some epic-level-only badguys out there, though they haven't been fully developed yet, like the Rajahs.

Low-level play is where it's at, for me at least. Give 50% XP and enjoy it while it lasts.

Not an official answer, but here's my take:
Eberron is all about the PCs being the heros. There are no epic level NPCs that can save the PCs.
This means that at epic levels the PCs are the Elminsters of the world. When an epic level threat shows its head, the PCs will be the ones to deal with it.
Note that lack of official epic level NPCs doesn't mean no epic level challenges.
1) Oprganizations like the Emerald claw and the Dreaming dark can pose an epic level threat.
2) There are epic level monsters out there - daelkyr, dragons, fiends, giants, quori, etc.
3) When the PCs hit epic levels (or even earlier) some of the recurring chielf villians like Vol and the lord of blades can be advanced as well.

Where did you get that Rajah information? I haven't seen anything that talks about their game stats at all.

Keith has talked about it in the "Ask Keith Baker" threads. The rakshasa rajahs are a lot like archfiends, though as has been stated, have the potential to become even more powerful (archfiends cap off at divine rank 1).
