If anyone has ever heard of the RPGA Living Arcanis campaign then you already know what using factions in a campaign is about and how much it improves the role playing within the game. I was thinking of inventing a similar system for the Eberron Campaign Setting, in order to add to the depth of the role playing within the game.

Is there any way that this can be done ? What would be some of the factions that you would use ? What would be some of the ways that you would intertwine them with the PCs ? Comments ?

I've never heard of Living Arcanis. Sounds interesting though. Can you describe the system?

There is information on it here:

OK, the living arcanis link is broken and I'm not reading a 117 page document when I don't even know what I'm looking for.

I take it these games have factions that are composed of actual characters, and because the characters are influencing the motives, methods and goals of the faction as a whole, it gets very interesting and very complex. Right? So you're looking at how of Eberron factions might do the same thing?
