I'm working on an adventure I want to write and run for a future Eberron campaign. I have a rough idea of how i want to do it so far; let me know if you all have any ideas that will help flesh it out.

The synopsis: PCs are contracted by House Jorasco to help investigate and contain a supernatural epidemic of demon fever spreading on the Aundair-Thrane border. Political tension is high as each nation suspects the others of engineering the plague. Adal sees it as a potential weapon against Aundair's enemies, and the Royal Eyes contact the PCs demanding any information and attempt to contract them to discover its source and turn it over to them. Silver Flame exorcists are also operating in the area, and are suspicious of any outsiders, possibly getting in the way of PC investigations and even accusing them of helping Aundair spread the disease.

The Lords of Dust are the true source of the plague; it's being spread by a pair of night hags who have learned of a way to infect large amounts of people without having to bite them; an eldritch machine might be involved. The final showdown will be with the hags and some monstrous minions, and possibly also human cultists.

Okay, here's something for you, to get the creative juices flowing.

1) how do you plan to get the players involved?

2) What will lead them to the right answer? (that the Hags are responsible)

3) What -events- will lead them to suspect the hags?

4) At which level do the PC's start?

5) How are you going to incorporate the elements of Eberron into this adventure idea?

The basic plot seems quite okay! although it's roughly sketched

Why are the Lords of Dust spreading a plague? They may do it out of simple enjoyment of chaos and suffering, of course. But discovering a larger reason for the plague might be what leads the players to the hags. Perhaps it has something to do with freeing a rajah.

Or maybe the LoD are just looking for individuals capable of resisting the plague. Perhaps their future arcane plans require the still-beating heart of a virgin sorcerer who has survived a bout with demon fever. This method promises them a much better selection.

The LoD love spreading chaos and breaking down civilizations. I figure they're doing it to create political tension and mistrust between Aundair and Thrane; maybe get them to start another war.

1) how do you plan to get the players involved?
Aundair will have contracted House Jorasco to help contain the plague and cure victims. Jorasco sends in adepts, but they have their hands full, they get harrassed by Thrane's inquisitors who are investigating the matter, and one disappears under mysterious circumstances. Jorasco thus looks for people better suited to do the investigation aspect and protect their adepts, and find the one that disappeared.
2) What will lead them to the right answer? (that the Hags are responsible)
First, investigation of the adept's disappearance will turn up clues leading to the hags' minions. Then maybe they will hear from a dying villager who has seen the eldritch machine, and go looking for it. The hags will show up to defend it when they try to bust the machine up.
3) What -events- will lead them to suspect the hags?
I'm a little shaky on how I want to handle this, though for sure if the PCs start interfering in the hags' plans, and any of them are evil or chaotic, the hags will use their dream haunting ability on the susceptible PCs.
4) At which level do the PC's start?
I'm writing this as an adventure that I could either run in a future campaign or submit for publication, so that's a good question. I think the target levels will be 7-9, making the 2 hags (a EL 11 encounter) a tough final encounter.
5) How are you going to incorporate the elements of Eberron into this adventure idea?
The adventure as it stands will be heavy on the intrigue, and I will write in some dramatic combat scenes. I'm drawing on the ECS for all of the political climate of the adventure; I'm tying in the LoD and their interest in destruction and mayhem (they are doing this to provoke hostility between Aundair and Thrane), Adal and his ambitions for Aundair to rule Galifar, and the CotSF's suspicion of outsiders to hinder the PCs' investigation.
The basic plot seems quite okay! although it's roughly sketched
Thanks, and thank you for your help.

Why would the LOD want to create a war between Aundair and Thrane.
What are their motives?

Chaos.

BTW, here is a suggestion for some fun experience grinding with your characters. Check out the Draconomicon and look through the land wyrms. Now even though Dragons are not something to be slaughtered or ridden, etc. the landwyrms, their flightless cousin (though I added flight to them) would help out immensely. The players I have talked with from my game seem to love the idea of the unintelligent dragon, just straight brute force ... maybe a SINGLE Spell Like Ability.

I used the Underdark Land Wyrm as my basis for creating the entire race.

Add the Winged template (make the exception for dragon type) and walla ... neato keen dragons.

What are their motives?
The total destruction of all civilizations other than their own. That's the LoD's motive for all of their scheming.

You can find a lot of creative resources on the MOHWriters group (in my sig). Otherwise, writing a scenario is as simple as breaking it down into TEN encounters (or so).

DO it this way:
Intro: "You're in an inn in Sharn. Someone firebombs the place. After getting out, word is given to one of the PC's from a lowly, deformed, homeless shifter that a fortune teller said that you'd be here."

Encounter 1: Fortune teller's place. She's obviously dead, a set of bones lie on the table in a particular order. The chair across from the fortune teller is covered with sulfur and is somewhat burned. A crying comes from behind the curtain. The fortune tellers daughter says that a demon came in and demanded his future be told. He was told that he would be sought out by a group of adventurers and that they are currently staying at "THE INN."

Encounter 2. A person from House Jorasco ironically contacts PCs are contracted by House Jorasco to help investigate and contain a supernatural epidemic of demon fever spreading on the Aundair-Thrane border. Political tension is high as each nation suspects the others of engineering the plague.

Enc.3: Travel to the border

Enc 4: Experience the plague locally. Talk to locals: Adal sees it as a potential weapon against Aundair's enemies, and the Royal Eyes contact the PCs demanding any information and attempt to contract them to discover its source and turn it over to them.

Encounter 5: Silver Flame exorcists are also operating in the area, and are suspicious of any outsiders, possibly getting in the way of PC investigations and even accusing them of helping Aundair spread the disease.

Encoutner 6: The PC's are told by a local that there has been some strange goings on up in 'them there hills.'

Enc7: Rumor: The Lords of Dust are the true source of the plague.

Enc8: The MACHINE: it's being spread by a pair of night hags who have learned of a way to infect large amounts of people without having to bite them; an eldritch machine is involved. It is indestructible and must be buried inside of the cave and all who know of it destroyed (except the PC's) or else a side quest to find an item to disable that portion of the machine (it still has other functions,b ut the PC's will have saved the day on at least one issue)

Enc9: The final showdown will be with the hags and some monstrous minions, and possibly also human cultists.

Well, that's the skeleton of it, ready for development. See, it's a lot easier once you've broken it down.
