I have been contemplating what is going to happen in my eberron campaign when the PC's get to a high level im gona say above 10th level

i can't find anything about high levels my main concerns are

-encounters (not a real biggy as there is xendrik and all the other places, But what about all the NPC's that are rocking around in Khorvaire it says a 6th level PC's is considered to be rare in most citys so what happens when the PC's are ABLE to, not saying they will, walk over the NPC's)

-Magic items short of having a wizard or artificer in the party where do the high level magic items come from or do they have to be found (who made them originally did all the high level people die??)

As from what i've read Khorvaire is a low level place (not including Kyber) is this correct etc im just wanting some clarification here and any tips or advice on what to /how to run a high level eberron campaign without going planar travelling

they can however even a high level PC can't take on an army alone (well maybe some of the wizards)

Age of demon/monsters artifacts that date back beyond the minds of mortal men.

Yeah, I feel like Khorvaire is small potatoes. It's oh so intimidating at lower levels (and even mid levels) but once you reach 14th level or so, you are the Man in Khorvaire!

That said, you can't walk all over everybody cause their are some powerful powerful forces out there in the world that may take offense.

14th level might make you Big Daddy in Khorvaire, but in Argonessen you're an insect at 14th level (and if you do stuff that starts bucking the status quo in Khorvaire, certain bad mo-fo dragons may deem that you are upsetting the flow of the Prophecy and come looking for your arrogant booty). And the Inspired might just think of you as a real pretty vessel they can play with.

If you want to stick to Khorvaire at high level here's how I think it works real well - Make the PCs pawns of the Lords of Dust. The rakshasa rajahs are cunning and sinister in the extreme. Let the PCs walk all over NPCs, but have the rajahs take advantage of it every time they do. Or maybe even send agents to convince them to act like schumcks and buck the system...as it will only create new opportunities for the Lords to seize more power and rise up from Khyber. In fact, corruption of the PCs can become one of the Lords' favorite pastime.

At higher levels you gotta bring in the big big players - The Quori, the Daelkyr, the Dragons, the Lords of Dust. Then suddenly the PCs aren't so sure of themselves when they have cults of mind flayers, pit fiends, quori nightmares, and Great Wyrms gunning for them.

and even if you are 14th level and the Big daddy of Korvhaine remember than a good equipped (NPCs are not limited by the wealth by level guidelines), well optimized squad of 10-11th level NPCS can still kick your ass. Just because it is rare it doesn't mean an House or other organizzation can't pull out those scrolls of Meteor Strike/Gate/summon Monster IX or other magic items that they kept in reserve for a special occasion, like could be kicking your ass, for example.

Kieth Baker (AKA Hellcow) has said that in Eberron, there are few high level allies and plenty of high level threats.

Whether it's d'Vol, or elite house members, or the Lord of Blades, r rival adventurers, they're high level (and likely epic in d'Vol's case); they're just not on the PC's side.
