Due to the low-level nature of the setting, I'm thinking of setting a level cap on my campaign. Now, the campaign itself requires the characters to train to learn the skills and feats they receive during their adventuring, and this draws out the whole process time-wise. I didn't want to get into the situation where the PCs went from 1st to 3rd level in a week.
I'm curious to know whether anyone else has done this - if so what their thoughts on an ideal level cap may be, and anything else that might be worth considering.

I love making my players earn there feats through role-playing and explaining how they leveled a skill as well. It's great for character development.
As for a level cap, there are almost no people over level 12. I think I counted 2 people, Vol and The awaked Treant, sorry can't remember his name right now.
I would put the cap at about 12 or so unless you want the players to eventually get to fighting the Delkyr or take the fight to the Dreaming Dark.

Eberron isn't Low Level. It's Low-level-helpful-NPCs.

There are plenty of high level and even epic level bad guys for your players to be fighting once they pass 12th.

Likewise the whole point of having the NPC be low-levels is so your PCs can shine, meaning there's no reason to put a limit on the level of your PCs.

I think 20th-level is a good cap, but that's obviously not what you're looking for. However, IMHO, the player characters shouldn't have a level cap, for their potential is infinite.
