What exactly goes into acquiring ID papers legally if you didn't have any to start with?

For instance, what if you were a refugee from Cyre or from a place beyond the Five Kingdoms and wanted to acquire ID papers? What would be the procedure? Would they simply not give them to you, or would there be background check or what?

My personal solution to this is that House Sivis notery offices come equiped with a magic item with a modified Zone of Truth spell. Its only good for two questions, "State your full name." and "Place of origin".

I'd say something more than the Zone of Truth - you need to pay a fee, wait in line with a lot of people that don't speak your language, and if you don't speak Common or Gnomish a guy with comprehend languages comes by and translates for you while touching your shoulder (or kneecap). Answer questions about where you're from, where you were born, why you're in Khorvaire, why you need ID papers, where you plan on living, how you plan on supporting yourself, and then you get a fee. Two months later, you get the papers.

A bit too magical guys. Especially, in the case of Cyreans.

I imagine in the case of Cyre, you show up at New Cyre or Sharn and then go through the whole Ellis Island Treatment.

"Name."
"Occupation"
"Reason for staying"
"Duration"

And you can't forget the changing of names!

Brelish Emigration officer: State your name.
Cyran Refuge: Nathan Zuklan.
Officer: Your first name is fine but your last name isn't Brelish enough. Your new last name is Jones.
Refuge: ;_;

I like the Zone of truth thing, seems only right to me. I mean have you guys looked at how much a Passport costs today? Its ridiculous!

Cannith could probably make a Forge that could pump those little babies out in no time and for cheap. Mark up the price by 50%, so both House Cannith and Sivis make a decent profit and bam, you have instant Identification Papers! :)

While a stamp from a Sivis notary would probably be part of the process, I imagine there's also some sort of magistrate or other official to represent the country in question. For my campaign, I'd make that an official involved in tax collection, too-- if you want to be a citizen, you've got to pay your dues.

I believe Five Nations mentions that volunteers at Fort Bones in Karrnath are issued new citizenship papers. Karrnath's a little more martial than other countries, but that at least suggests that the military, as an agency of the crown, has the authority to grant citizenship. Come to think of it, service is just another way of paying dues...

It is kinda like the Foreign Legion. That's at least how we did it in the Karrnathi Campaign my friends and I did.

And lets not forget the availability of forged papers. Even the kind with the small painting on them. (I wonder if it turns out like a passport photo..?)

I had a group of PCs native to Sarlona who needed to travel to Xen'drik via Khorvaire. I had an Orien dragonmarked representative on Sarlona use greater teleport to transport the group to a secure antimagic chamber in Sharn. Arrowslits, guards, the whole deal. They were disarmed, taken to questioning rooms, and finally... sold identification papers on the sly. Why? Because the dragonmarked houses are all about making money from their abilities. Forgery I expect to be a nice companion skill to their main trades. All of them, really.

I figure papers are easy to come by, if you grease the right palms.
