When energy is used, some of it is wasted. This could be true for magic as well as for conventional energy. Witness the Mournlands, the very epitome of magical pollution.
Is their a sect of wizards, or artificers, who try to tap into this wasted energy? They would often hire adventurers to go into these dangerously magic-soaked areas. I imagine

Assuming that one doesn't need to go to the area of magical leakage personally to collect it. I'd assume it would make a good reason for a wizard PC to go out with his other PC buddies, as a way to collect this spare magic power and turn it into new spells, magic items, or recharge his spent spells- maybe like that special ability some monsters have to retain a spell after it was cast with a Concentration check. Cast the spell, then re-absorb the magical energies just released.

Keith wrote a d20 book, the Ebon Mirror, that details "the Crucible of Osai". This (orcish-)elven order seeks out and destroys items that waste magical energy (usually cursed items). He added some hooks for involving a dark side of the group that seeks out individuals who waste magic and, well, takes care of them...

Great book, I recommend it to all Ebbies!

Artificers have a "special exp pool" they can use to create magic items.

In addition to "creating" magic items, they are also able to "unmake" magic items.

When they "unmake" an item, they take the exp spent to make the item and put it in their "special exp pool".
