On topic, I would have the celestial paragons (the archon ones, that is) as generals on Shavarath. Each would be in charge of one of the major archon strongholds, with Zaphkiel in the capital. As for their interest in mortal affairs...I wouldn't make them have any interest unless some event is particularly multiverse shattering. The outsiders, for the most part, should only be concerned with their own planes and the purpose that plane sets for them. The archons, baatezu and tanar'ri of Shavarath live for battle, they don't know anything else, and so long as their eternal war continues it doesn't matter what happens on the material plane.
