The Dark Lantern's description and the fact that Queen Aurala is actively working to start the Great War again lends me to question just how much is actually going on behind the scenes to make sure that there's preparations for the next war.

Is everyone prepping new and more advanced weapons for then? Working on sabotage? How do you see it?

I think it depends on which factions you look at. I think looking at Queen Aurula it could appear to sort of be a Cold War, but looking more at the Lord of Blades, it seems more like a coming second world war.

I guess, from any of the different perspectives of races or nations, it could appear to be different conflicts coming, and with the emergence of severeal new nations, I could see the economy dipping a little.

It's all a matter of perspective, I think.

My initial reaction would be to answer yes. And so would my second, more carefully considered answer.

There are enough small, easily manipulated factions around, and enough large powers around to manipulate them, that war by proxy would appear to be almost a certaintly of life in post-war Eberron. The whos, whats, and whys, however, I would leave to be campaign specific, with the exception of Queen Aurala.

The irony is though WHAT is she up to? It can't be that hard to start the war again. All you have to do is say "I'm starting the war up again, may you all rot in Hell."

Obviously she's going to want to get the other four nations to keep from joining up on her but otherwise, what IS keeping her from war?

The immediate answer is that if she were to make that declaration, then it is entirely possible the rest of Khorvaire will unite against her and simply annihilate her and her forces. No, I think she is focusing on religious groups looking for a holy war, perhaps even with a little help(read as nudging) from our Quori friends. After all, what cataclysmic event have we recetly witnessed that could be likened to an act of divine wrath? Perhaps a sign that the powers that be are less than satisfied with House Cannith and their creation of sentient beings? It is entirely possible too, that this is not the first time warforged have really gotten on someone's bad side, ie, the collapse of the giant civilization in Xen'drik. It would appear that there is nearly unlimited potential for what motivates her and her machinations.

A couple of things...
In the back of most people's head is the thought that while the last couple years of peace have been nice, it's too good to be true. Many organizations are actively preparing for the next conflict, using the temporary peace to their fullest advantage, but vowing to be ready when, not if, the Last War reignites. There are those who really desire lasting peace, but even they are probably pessimistic about it.

Second, from what I've read about the Dreaming Dark, another Last War is not necessarily something they'd like to see. They like slow change, so as to not bring on the New Age on Dol Quor too soon. The Day of Mourning, rather than being something they caused, probably scared the snot out of them more than anything else they've ever seen. So they'd most likely try to keep a "world war" from breaking out even as they continue to slowly, ever so slowly, worm their way into ever aspect of life on Khorvaire.

Edit: I know there's a lot of hints and suggestions that certain people (like Jarot) were manipulated through their dreams to take the steps that caused the Last War. But the manipulation of dreams is not the exclusive right of the Dreaming Dark. And if they did start the Last War, they almost certainly did not mean for it to eventually cause a cataclysmic event that destroyed an entire nation. ;)

I agree with them generally taking things slowly. I do, however, think that this could very well be a perfect opportunity for them to take some steps toward their ultimate goals. If they were to influence the generation of new chaos in Khorvaire they would be manufacturing a scenario where they could then step in and calm things down by being impartial negotiators in peace talks, all the while generating large amounts of good will for Riedra.

This also presents an opportunity to vilify the Kalashtar in the eyes of the people of Khorvaire as agitators and malcontents, thus taking another step toward their long term goals.

I definately see a Cold War in progress. Soon I begin my new campaign set int eh last war, the the war will end and have some time out. My plan is to inviolve the group in sabotage, spying, etc for Aundiar.

The Mourning.

As one of the designers, I can certainly tell you that WE consider there to be a VERY active cold war between all of the Five Nations. Regardless of Kaius' intent, his PEOPLE trust that he's just biding his time until the time is right; Aurala certainly isn't the only one thinking of war. The issue is the Mourning. Some force just destroyed an entire nation, and know one knows what. Was it a weapon that the Cyrans were testing? If so, no one wants to make the next move until it's been found, and then the nation that finds it will in all likelihood make the first move. Was it a consequence of magical warfare? Or was it a random, one-time effect that people can set aside in planning for the future?

This is why I've told people to think carefully before letting their PCs find the answer to the Mourning. Because once it's resolved, I would expect the war to begin again very quickly. And I believe that all of the rulers, whether they want peace or not, know that this danger is there and are actively preparing for it. I could certainly see a campaign based around military espionage or counterintelligence in service of one of the nations. I think that skirmishes and border incidents SHOULD occur - that tensions are still very high between many of the soldiers of the Five Nations. And while you might be fighting the Emerald Claw to keep them from seizing that ancient superweapon, many of the soldiers of the Claw may consider themselves Karrn patriots - and believe that once the Order has sufficient power it will overthrow the weakwilled king and lead Karrnath to its rightful victory.

So yes, I think there's definitely a cold war in Khorvaire - and the Mourning is the main factor keeping it cold.

How ironic that the answer in our campaign was merely a combination of the weaponry that was used in the last war exploded all at once in a unique magical conflaguration.

Has anyone given a thought that it might have been the Dragons who destroyed Cyre. Maybe the Cyrans pushed their power to the limits, and the dragons stepped in, the same way they did with the giants. Maybe this is how the elves on Xen'drik became Drow? Remember the giants where trying to build something powerful when the dragons destroyed them. Maybe Cyre was building another uber-giant w**f***** (like the one from the adventure)?

I have 50 Eberron Cold War adventures I thought I'd introduce...

Some thanks to people on these boards.

1. The Cyreans are revealed to have created a special warforged dragon that is based around combining necromancy to a ancient dragon's corpse and metal. The discovery of the weapon and the fact that it can be piloted is found by House Cannith selling some of their classified records to the PC's nation but the other faction in House Cannith revealed to an enemy nation. It's a race to the Mournland to get this weapon, only the machine is already alive and active....having been awakened by the dark magic inside it.

2. The PCs are hired by their Nation's Intelligence Agency to make a break into House Cannith and steal the plans along with a functional prototype of one of the Underwater Ships produced. They are also to destroy House Cannith's own records of the machine's production and destroy the other prototype while leaving evidence that it's the work of another agency.

3. The PCs are asked to infiltrate a party of the Aurrum under a false identity to find out if the leader of the party and a high ranking member of the society is a traitor. The PCs discover to their shock that the entire party is actually a bidding from various factions eager to start the war again on a new weapon that can destroy a city in a single explosion. If the Pcs don't go along with it, they'll demonstrate this weapon and sell the plans to any number of unscupulous traitors.

4. One of the PCs is given a rather cushy...but dangerous job...in seducing one of the Royal Family of an enemy nation. Will they fall in love or will they be strung along themselves?

5. A pirate has been abnormally effective in stealing supplies from the struggling economy of the PC's nation. They discover that the pirate is actually a renegade Admiral for the service of an enemy nation and is attempting to profit from his rather unassailable position. Given the Admiral has his own battleship, do the PCs destroy it or trust that his treachery will get him removed?

6. The Pcs discover evidence of a military coup about to take place in their nation. The General is a figure whom full intends to assassinate the reigning monarch and blame it on the opposing nation to begin the Last War again.

7. The PCs are to be framed for treason and murder by an enemy Agency using a rather attractive serving girl (From Russia with Love) whose really a spy for the country in question.

8. The PCs are told to allow themselves to be captured and taken behind enemy lines so that they can make contact with a prisoner of war whom was officially declared dead by the other nation. In truth, the prisoner is a brilliant artificer whose been working on a method of making more efficient airships. If he can be brought out alive, the Pcs' nation will have a huge strategic advantage.

9. The PCs are given the mission of blowing up an enemy's illegal warforged factory. However, the warforged long ago killed their masters and merely want to increase their race yet their home nation considers this a viable threat to their security and that they must be stopped.

10. The PCs find that an enemy nation has been subsidizing massive importations of dreamlilly into the nation in order to make a fortune in a joint Quori/Enemy nation venture that will hopefully weaken the surviving Khovaire nation while enriching them. They have hired a local crimelord and given him soldiers to make the matter run more smoothly and taken over entire farming communities to make into drug plantations.

11. The PCs are marked by an assassin for the enemy nation in order to make his mark. They are not treated with the usual stealth though but openly challenged as the enemy nation disavows all knowledge of the assassin. If the Pcs do not confront the man in the duel of his choice *a funhouse, a abandoned slum, a amusement park* he will target the Pc's loved ones one by one.

12. One of the PCs is assigned to take a wife who is a known spy for the enemy agency, she is operating under a false name herself and the PC will be able to keep tabs on her while she uses him as a cover. However, the PCs are expected to kill her if she proves to be dangerous.

13. A saboteur is blowing up bridges and sending Pro-Enemy Nation messages to the Police and Press, calling for retalliation against the Enemy Nation. In truth, it's actually a veteran of the Last War whose simply angry over the loss of his unit and family and believes this is the best method of getting the government to get revenge for them.

14. The PCs are asked to go retrieve a Military Commander that's been waging war from his villa in some particularly hostile terrain and refuses to believe the Treaty of Thronehold has ended the war. They are to bring proof. They find the man is actually built in a huge bunker compound and guarding a large number of children of the war that he believes the enemy is trying to massacre.

They must defeat his defenses to rescue the children to a new life.

15. Huge amounts of Ex-Last War hardware are ending on the streets in the hands of local hoods and thugs. The Police are utterly powerless and the Military refuses to intervene. The PCs must find out where this huge cache of weaponry has come from and, if possible, eliminate the gang. It turns out that the gang merely stumbled on a Black "Ops" cache of weapons for when the City was invaded that the locals could be armed and was lost in the paperwork.

16. The PCs are given a mission to kill a man by their government whom was a war crimminal for the enemy. However, the man has apparently set himself up in a very normal life that is harmless to anyone. Is the man what he appears to be? Is the person who gave them orders on the level?

17. The PCs must bring in a victim of an amnesia inducing formula that was one of their top agents.

18. The PCs find the expatriate Cannith designer of a super orinthopter has stolen the device and fled to an enemy nation. The PCs must recover the item and eliminate the Doctor who is a rapist, murderer, and psychopath using the weapon to attack enemy targets for his employees under plausible deniability.

19. The PCs find that the Aurrum has begun to drum up extreme hatred for a small nation like Darguun, Q'Barra, Droam, Valenar, or the Eldeen Reaches in order to create a war so they can sell weapons again to the military (and the other side if possible). Their piece de las resistance is going to be manufacturing war crimes along with a direct attack against the smaller nation's heart.

20. The Pcs know a cannith massive "Ultimate bomb" (a weapon that will induce a "Meteor Swarm" over the flammable portions of a city) is planted somewhere in the city and they have only 24 hours to find it with the only lead being a witness to the planting of the weapon whose insane from the war.

21. The Pcs are to investigate Karrnath's idea of building a massive stone wall around the edges of Valenar and their borders. The Valenar hate this idea and are harrassing the construction of it. What the Pcs may uncover is that a rogue Karrnathian warlord is using the construction efforts to cover up a massive movement of his troops while he prepares an all out invasion of Valenar....and will wipe out the source of their continued ability to fight (The Valenar humans).

22. Massive poisonings have resulted from grain from a specific region of the PC's country and they are to investigate whether it's a natural phenemenon, part of the Mournland's pollution, or part of the scheme that will test a widescale elimination of an enemy nation through a bioweapon.

23. A gold smuggling scheme is diverting large amounts of the precious material across the borders through the Mournland to buyers elsewhere without tax money. This is part of an elaborate scheme for the Aurrum that intends to bankrupt the economy of the PC's home nation in order to be the only stable economic system as they squeeze the economy into a depression. They have a massive stockpile of gold in the meantime hidden away in the Mournland.

24. The Pcs are disguised as warforged as they are sent on a "suicide" mission to get onto the Lord of Blade's capital and get intelligence on his activities. If they can eliminate him and his city of fanatics in the process, so much the better.

25. The Aurrum are bribing military officials to report massive numbers of robberies of war material along their trading lines as they sell the surplus to the Quori in order to help them modernize their army. To aid in this process, the Quori have dispatched many dreaming dark agents to help in the 'thefts'

26. A Mournland based bioweapon is carried on by a 'patient Zero' Zombie Lord called the "Tyrant" that can raise more zombies through his bite and whose zombies can create new zombies with their bite so long as they live. This weapon is wrongly believed to be the creation of an enemy agency and the Pcs must kill the central Zombie to render the others harmless or war will ensue. Karrnath will want it captured.

27. The PCs are to infilitrate a terrorist group (Emerald Claw, Sons of Liberty, Eldeen Reaches Druids) and bring it down from the beginning. Unfortunately, incompetence has resulted in the PC's mission not being spread and they have been 'declared' traitors and are being hunted relentlessly until it can be sorted out...possibly not until their mission is completed.

28. The PCs find evidence of the Aurrum's intention to foster a multiphase military coup across Eberron by encouraging low level military to win popular loyalty by putting down terrorist groups (funded by the aurrum) before they are to be allowed to "arrive alittle too late" to save the Royalty and leadership of the nations from a massive attack at a peace conferance.

29. The PCs find that a genocide is going on in an allied country as they perform another mission and must decide whether or not to risk stability by killingthe dictator in charge of it (Dargunn, Valenar, and Q'barra are good candidates)

30. The Aurrum has discovered an eldritch machine that has the power to cause massive Earthquakes. Intending to claim credit for the Mourning with a front group, they demand a massive ransom after using it to destroy a city in the PC's homeland and then intend to destroy more unless their demands are met.

32. The PCs discover a sick project where children are being trained as the next generation weapons of an enemy nation. The PCs must decide whether they'll shut down the project by killing the brainwashed and enhanced children or by attempting to reach the children emotionally so they can recover their lost humanity. In the meantime, their handlers are preparing to send them on their first missions on unsuspecting lands.

33. The PCs discover a special weapon called an "Anti-Dragon Shard" which can render any dragonshard device in it's vincinity to be powerless simply by it's presence. The PCs are to recover this object and capture it's creator.

34. The Pcs are to help a artificer in the service of another nation sneak out of the country in question even though they will find out, to their horror, that the man in question doesn't want to sneak out and it was an error in communication (the enemy nation wished to capture the PCs and execute them through a false alarm).

35. The embassy of an enemy nation is taken over by radicals of the PC's country who intend to execute their hostages one by one until POWs (that may or may not exist) are released from that nation.

36. The PCs are shot down from their airship and left behind in an extremely well patrolled section of the country and have to get to friendly airspace.

37. The PCs are to break the bank of a dwarf banker whom has a gambling addiction. The dwarf is a treasurer in an Enemy country and has been handling funding for several covert activities. If it is made to look like the dwarf mismanaged funds (which he did but will make up through cheating) then he will be executed by his own country. Unfortunately, the assassin is on to the PCs.

38. The PCs are to break into an Aurrum stronghold leader's home where he's keeping a document detailing the names of every spy in the PC's home nation that he intends to sell to a foreign power but only suspicion exists due to the fact that he's a known patriot of the country. If the Pcs retrieve the list then they will also have proof that one of the Aurrum's leaders is a traitor and severely wound the enemy organization.

39. The Aurrum are orchestrating anti-war protests against the government while preparing to use the groups to make it appear that there's a radical rebellion formenting in the ranks of the PC's home nation and thus justifying more war expenditures. The PCs must prove that the anti-war groups are not terrorists even as Aurrum agents prepare for terrorist activities.

40. A PC is remembering torture and horrible nightmares of it. In truth, he's got a psychic link with a kalashatyr that's contacted them to rescue them from bondage in an enemy nation while she's got information vital to the Peace.

41. The PCs find that the enemy nation is holding POWs past the war as leverage against the other nations. They are to go in and get proof of them but the mission is scrapped mid mission and they have to either rescue them all or make their own way out of the region.

42. The PCs are told to journey to the land of Xen'drick to recover a son of a local military leader who happens to be leading a rebellion of the Drow against the exploitative forces of the enemy nation. As part of a display of force, the enemy nation prepares a massive military force to annihilate the entirety of all the drow tribes in the uprising.

43. A Warforged Juggernaut is serving as prototype for a new series of super weapons being built illegally, if the warforged is destroyed then the entire project will fall apart.

44. The Pc's leader is lost when visiting another position and a clone is installed in the meantime. The PCs must rescue their leader and then dispose the clone under the best circumstances possible against potentially their own troops. If the PCs expose the Aurrum's role, the group may be finished so they will also add their enormous efforts to the task.

45. A Lord of Dust has announced his intention to defect to the side that is willing to give him the most. The PCs are to serve as bargaining chips in what is actually an event that he intends to turn them all into monstrous abominations for his own amusement.

46. The PCs are invited to pilot a new type of airship. However, an enemy agency has brought it's own into neutral territory after sabotaging the other's ship and they intend to sink it in a test of the other's capacities.

47. A Daelkyr has actually been working for an enemy nation in producing "soldiers" out of the dispossessed. These hellish abominations are about to be released by the Daelkyr as part of his amusement against enemy nation orders. The Pcs are contacted by AN ENEMY AGENT in order to eliminate the screwup and make it appear like the wetwork of the pcs.

Of course, they'll be betrayed.

48. The Pcs are cloned without their knowledge and then used to frame them.

49. The Aurrum have begun capturing changelings and wiping their memories in a quest to make large numbers of ready made spies to sell to the enemy.

50. A Dragon has been meeting with the enemy nations of the world, the Chamber believes it may be necessary to unite the Five Nations of Khovaire for arcane reasons and have considered offering their services to one of the nations to do so.

Thats pretty much hos I thought it would look like. Lots os sabre rattling, but no-one has yet to draw and fully strike! Breland is in an odd position I feel with what could very well be a serious thorn in their side - New Cyre.

Feeling still running high having a possible enemy so close is a huge gamble! Certainly makes life real interesting.

Charles, I can't believe you missed this one.

51. A high ranking officer from the Last War has finally snapped, and ordered his troops to attack the country which would have been their "greatest" rival. His superiors get wind of this, and order him to stand down and recall his troops. He fortifies himself in his base, and is besieged by his own country. Meanwhile, the forces he has sent are carrying weapons with them that can decimate large pieces of real estate in a fairly short amount of time. The officer is eventually defeated, and all of the troops are called back....except for one squad. It is now up to the PCs in a race against time to stop this squad from carrying out their mission and in doing so, preventing the Last War from erupting into a full blown conflict again.

From what I've read no faction, not even Aundair is interested in an open conflict for the quarter century. And, with a look at those outside the five nations, a lot can happen within the next quarter century. Remember that, as opposed to the real world after the second world war, every nation was severly struck and weakened by the war (whereas the USA was not directly hit - not counting Hawaii for a second: even though they lost millions of young people overseas).
And I don't think comparisons between Joseph Stalin (one of the winners of WW2, commonly regarded as the "bad guy" at the beginning of the cold war and not only the "western world") and Queen Aurela would be appropriate.

However. If Eberron becomes raped by second and third grade novel authors like other campaign settings, I expect a war within the next two "game-years".

52. The Quori have decided to make a move into the intelligence business by possessing nearly all the senior staff in a intelligence community. The players are contacted by a defecting member of the Intelligence community as they find out the situation.

How do they stop the situation without triggering a full scale war.

(An actual adventure, the players had the Quori captured then have it's soul sucked by an exorcist into various prisons)

53. The PCs are to rob the first bank of their nation as part of an elaborate scheme to reveal a traitor....except their contact dies and they find themselves put to trial for a crime they didn't commit. Now still wanted by the government, they'll survive as soldiers of fortune. If you have a problem, if no one else can help, and you can find them...maybe you can hire. The PCs.

I tend to think that the Aurrum and Quori are the best subjects for non-Four nations enemies in this. The Aurrum especially can represent the Military Industrial Complex, Specter, and traitors that operate on a large scale. The Quori are a group the Four Nations can unite against.

I would disagree to some extent. At least by Keith Baker's description, there's no real "peace" here, it's actually basically just a sense of nuclear standoff except no one knows who the hell has the nukes. It's ironic that probably everyone thinks that the monarchs have achieved a lasting peace but Mournland aside...no one actually wants five independent nations with the possible exception of Boranal.

In the meantime, everyone is working to build up an unbeatable strategic advantage for victory in the meantime.

Well, the main reason for the cold war was that no side wanted actual war, while every faction was capable of leading one. Even though it would have needed no longer than 2 hours too blast men back to stone age.

In Eberron the exact opposite is the case. Currently most sides want an actual war, but the fewest are currently capable of leading one.

there is a cold war.. for sure..
and in my campaign two gunshards have been developed.
those are similar to pistols, but they are magical and loaded with enchanted dragonshards.

Obvisously its up to ones interpretation of whether a Cold War is occurring. But really if Keith has cimmed in and given us his opinion than for me that fine.

Eberron is recovering from some serious scares of the Lasr War and all nation whilst they may have the means there is the unknown - The Mourning. Plus you have a few new player in the mix - Darguun and Drooam.

A Cold War could be simply defined as a period of competition between the Nations, tension and conflict short of full scale war. Couple this with perceptions of hostile intent based on military movement and political alliances and lies and its all brewing nicely.

Keith points out that there are probable 'border conflicts'. This fits in well with what we know of our historical Cold war. Proxy wars fought between the Soviets and Western allies.

In Eberron these allies could be Drooam, Darguun, Emerald Claw etc etc.

If anyone of the nations ever finds out what caused the Mourning, war could come quickly. Its like a nuke hanging over their collective heads.

The use of mercenaries to do ones dirty work and then claim you knew nothing is the way to do business.

Gailfar was ruled by Kings. But the Kings did not rule Galifar alone. They had help. There was a small but efficient bureaucracy composed of several ministries which were led by ministers who were chosen by the King. When the King of Galifar died, the ministers would stay on at their posts until the new King took the throne of Galifar. They would do that which needed to be done to keep the government of Galifar running smoothly until the new King took the throne. Then the ministers would report in to the new King advising him of everything he needed to know and offering the new King his choice of their vows of allegiance or their resignations.

This system broke down when King Jarot died and his heirs could not decide which one of them was to take the throne. When the last war started, King Jarot's ministers did what they could to help Cyre, as Mishann was the rightful heir.

Fast forward to the time that the campaign is taking place in. King Jarot is dead, and Galifar is for all practical purposes shattered beyond repair. Or is it? One of King Jarot's ministers yet lives. A venerable elf, he had been Jarot's minister of finance. Not all of the Galifaran treasury has been spent. The elf still has a considerable amount of money he can use to try to make things happen. He has developed a plan, and he has contacted the PC's (initially through intermediaries) to conduct a series of operations that the elf hopes will result in a reunited Galifar.

The elf wants to see Galifar reunited with every fiber of his being. His grandfather was Galifar I's Court Wizard. But his time is short. He is 500 years old and knows that he has less than a normal human lifespan remaining to him before he will succumb to old age. He also has reason to believe that the PC's could prove valuable in accomplishing his goal. The reason would be that the PC's (with the obvious exception of any Warforged or Kalashtar PC's) are descendants of the original special operations teams that put Gailfar I on the throne of a united Galifar.
