If there is currently no Eberron Wiki, I thought about creating one myself - though I'd like to check a few legal questions first (does WotC have an Online Policy somewhere where I can find it?)...

That wiki has been down for months. I doubt it's coming back. I don't think there are any Eberron specific wikis currently running. You might try to find a D&D one and start an Eberron section. I don't know if wizards still has an "online policy" but 3e is tied closely to the Open Gaming License, so you'll have to be careful about not re-posting book content. (Because Eberron is NOT Open Game Content.) New stuff you make should be just fine.
