but if an atropal (from the ELH) were to suddenly appear in the middle of Khorvaire and began laying waste to everything while at the same time animating the fallen as its undead army, would I be correct in assuming that no force or army in Khorvaire would be able to stop it?

Dragons if it breaks the Prophecy. Lords of Dust if they want to keep their toys. Hags or Mordain if it wanders into their neck of the woods. The list goes on, but, yes, it is a pretty limited set.

Where do dead god-babies come from in Eberron, anyway?

Someone once made a similar comment about the forgewraith from City of Towers. Nothing new. My question, though, would be what's an atropal doing in Eberron? Nobody's even certain that the gods exist, let alone have offspring, let alone stillborn children. However, assuming one did happen to show up, there are those who might be able to contend with such a creature. The rakshasah, for example, might have enough power to stop such a creature, though they may wait a while before doing so (they are demons, after all, and naturally sadistic). Also, the dragons of Argonessen, or the Undying Court might be able to muster up enough firepower to stop said creature. Finally, the daelkyr may have some strange and alien motivation to stop the creature from wreaking havoc on the world. The point is, don't assume that just because the heroes aren't epic level that nobody is. There are plenty of high level creatures in the world. They're just not necessarily player characters.

Of the above, it would have the Hags and Mordain for breakfast. Anything that gets close to it loses 10 levels.

Rajahs are able to have Divine rank 1-5 (According to the unofficial words of Hellcow, I believe). So they could spawn one.


Maybe THAT is Operation Leviathan...

Eberron is a low-level world in that it's very easy to develop a continent-spanning reputation by level 5, but there are more epic-level threats and factions in Eberron than in -most- settings, I'd easily wager. The Lords of Dust are class-leveled demons with divine-rank-weilding masters sealed up in Khyber. The dragons are... dragons, and there's an -enormous continent of co-operative dragon-mages with whole tribes of barbarian worshippers-. Then there's Ollian and the god-knows-how-many druidic sects that revere him. The Undying Court are also practically dieties. In fact, the Undying Court alone could clean it up, I think. The "typical" Undying Councellor in the ECS is CR 19 or 20, IIRC. Then there's Vol, the epic-level half-dragon lich and her well-hidden global armies. The Aurum also bear mentioning, because with a little resource-sharing among one another they ought to be able to aquire just about -any- magic item you could think of, no matter how expensive. Mordain wouldn't stand up long to a creature like that, I don't think, but he's not exactly a non-factor. Anyone who isn't afraid of a high level wizard has never DMmed for one. Moving on.. it would -take- something like this to unite them all, but the combined efforts of the Dragonmarked Houses is nothing to laugh at. The Lord of Blades and his army might not count, since they're only really unbeatable within the Mournlands, same for Jaela and her citadel, though the Church of the Silver Flame itself is fairly strong. On that note, there are still a handful of couatl around, by the way. And don't forget the Dreaming Dark, possibly the worst and most resourseful of them all.

It's a matter of resources, not a straight-up fight. The Hags rule a nation of powerful monsters and have magic and prophecy on their side. Mordain's Hall is crawling with weird creatures and Mordain himself has mastered much of the lore of the Daelkyr. I don't mean that they could stand up to it in a straight-up fight, but I figure both can do a lot better than a straight-up fight.

EDIT: I think it's really mostly about the Undying Court. The Ascendant Councillors do have the power to take this thing on, and they loathe world-destroying sentient undead. To the UC, the Atropal is very much a manifestation of supreme evil, and one that calls for their direct intervention. Indeed, if it has existed for a long time in a different part of the multiverse, I figure the Ascendant elders have already battled it in their Astral forms.
