I agree. It's the best way to get a sense of the campaign setting. However, if you're a player, you might want to steer clear of the chapter on the different countries and regions. There's a lot of stuff in there that's DM sensitive. Note: Some may tell you to check out the Player's Guide to Eberron for player friendly material about the different countries. I personally would dissuade you from doing so (I hate that book with a passion that is unholy), but I'm a very vocal minority on these boards (http://boards1.wizards.com/showthread.php?t=594028) . :P

Do what any new player does. Flip through until you see a awesome picture or something Totally Sweet in bolded text. Read that. Or, find something about D&D you're already into, and read Eberron's take on it (Elves, for example. Read up on Elves.)
Everything interconnects and segues nicely, so you should get everything you need after a week or so of casual reading.

EDIT: If you want to start a campaign I recommend reading the Breland, Aundair, or Lhazaar Principalities entry to get a feel for where you'll be playing. You can start anywhere, of course, I just think these are the most fun.

I started out reading the chapter in the ECS that describes Khorvaire and all the nations. This should have been the start of the book IMO. It gives you a good idea of what is typical of Eberron and overloads you with adventure ideas, every page I read I had new ideas popping up in my head.
Reading about the nations is at the same time also an introduction into the houses and power groups. Later you go to the chapter that discusses these organizations in detail if you wish to know more.

Once you read this you are ready to play/DM and you can can read the rest of the campaing setting in between sessions. All other books are just more of the same except maybe for the Sharn book, that is a very nice book for a DM wanting to use the city of Towers.
