I was thinking up some character ideas and I thought, what if there was a Kalashtar who was obsessed with being able to dream again? Maybe she's a Seer who has figured out how to sneak back into Dal Quor and dream?

What would be the ramifications of this? How would a Kalashtar manage to dream? Are there magic items that could help? Spells? Powers?

Your character wants to go home, right? The problem is the kalastar fled Dal Quor because of the persecution of the other Quori. His goal could be to create inside Dal Quor a small place where humans and their kin (elves, orcs, etc.) could dream safe from the influence of the Quori and where the kalastar could live peacefully. He could be a shaper with the hopes of one day being able to manifest his ultimate power (I don't remember the exact name, but it creates a small demiplane)

I created a Kalashtar character with a similar feeling, though not an obession. Basically, he never feels at home anywhere in Eberron. He didnt feel at home in Adar and now he doesnt feel at home in Khorvaire. His real home is Dal Quor, but he doesn't really know that this is where he will finally find peace. He isn't his main goal, but he would certainly love to return given the chance (and if its safe to do so).
I like the idea of having a seer tap into Dal Quor briefly for her visions. Perhaps you should consider using a variant of the Prophet of Erathaol PrC from the BoED. It allows you to be possessed by a good outsider to speak with the group and give them advice (easily changable flavour), but leaves you open to possesion during the brief moment you leave your body free. At this moment, the quori strike, possessing your body. With a few changes to the flavour and altering it to allow psionic character, it could be perfect.
As dentris said, perhaps the way forward is to use the shaper power that creates a demi-plane (I think its called Genesis).
