I'm DM'ing a new group with a base of operations in Sharn. They just hit level 2 from playing the Forgotten Forge and I'm using the leveling rules from page 197 in the DMG. Here are the PCs:

Human Wizard
Shifter Monk
Human Cleric
Halfling Rogue

I'm trying to compile a list of places they can go to get their class, skill and feat training. Any suggestions?

The cleric is probably the trickiest. The guy playing the character is new to Eberron and he wanted to pick the destruction domain. As far as I can tell the only religion that allows this is worshipping the Dark Six as a pantheon or worshipping the Devourer, but I could be wrong. He's a Cyre refugee, along with the rest of the party. Here are the ideas I had for places he could find training with Destruction domain NPCs. Keep in mind that I want to give the party a range of options to choose from; I'll base my campaign hooks on their decisions:

Temple of the Dark Six
-In the Forgotten Forge, I had Shakan the goblin make a deal with the party. He would lead them where they wanted to go if the party made a citizen's arrest against him for fraud. Shakan wants to get out of the sewers and join Daask, and he believes a mark from the pen of living parchment would give him some leverage. I figured he might be able to let the cleric in.

Sahuagins
-Any suggestions on how to do this one?

Morgrave University
-I figured there must be a few eccentric students that might teach him a thing or two. Maybe a small group meets to do some weird LARP session, but it goes too far and they actually uncover secrets of the Devourer? The party could learn about this and the cleric could train with them.

Shrine of the Keeper in the Bazaar, Middle Dura
-A seedy underground merchant approaches the party?

High Walls
-This is the most obvious choice. Other Cyran refugees with the same nihilistic beliefs.

Well bear in mind that if he does draw his power from the Dark Six people probably wouldn't trust him.

Anyway, you could always rationalise it as the player being able to develop thier skills on their own. This will be pretty much nescessary when they hit high levels anyway. Anyone over a certain level is probably developing a style rather than learning it from anyone else.

I haven't played this up yet. If he does choose the Dark Six then there may be a few minor altercations with the Silver Flame at some point in the campaign. (Note the monk shifter too.)

Most of the party is neutral. I'm trying to squeeze in adventures in this order:

Forgotten Forge (done)
Queen with Burning Eyes (next)
Shadows of the Last War
Fallen Angel
Whispers of the Vampire's Blade
Grasp of the Emerald Claw

I've run the first two before, and from what I can tell there aren't very many "altruistic" requirements. If the party wants to be hack n' slash mercenaries then I'm fine with it. They're from Cyre so it fits. I like a gritty campaign, and it helps add to the noir feel if the players have a dark side. Besides, my players are required to be good during the Mark of Heroes campaign, so this side campaign should give them more freedom.

I want them to have mentors; it makes for good hooks. At higher levels I have plenty of options. The planes are an obvious choice, as are dragons and other higher level beings. Another is retired NPCs. "Mr. Miyagi" doesn't necessarily have to be of equal or higher level to be a good coach. The key though is that these trainers are, for the most part, self-serving. They are not friends with the PCs; training is their job, not a hobby. They will never, ever show up in the last minute to help out the PCs (though I may mislead my players into thinking otherwise).
