I was reading the articles published by Keith in Dragonshards when I saw something stating that the afflicted lycans were able to pass the curse, which created the instability within the ranks of the church and the primary reasons for the purge, contrary to what it is said at the Monster Manual 3.5. Was this event a one time thing? Or is it like that with all afflicted lycans all the time?

The ability of afflicted lycanthropes to pass on the curse was a result of a deliberate strengthening of the curse by the rajah, Bashalaera.

The extent to which afflicted lycanthropes can still do so is a matter of some debate.

P.S. That abbreviation of "lycanthrope" to "lycan" is really irritating. I don't know why. Most colloquial abbreviations don't get to me like that. Oh, well—that is actually just me, I guess.

The attribution of lycanthropy to Bashalaera isn't actually official, since Keith only mentioned it on the forums; you'll note that he refrained from saying it in the Dragonshard, presumably to leave it up to individual DM's.

By the way, if I recall correctly, according to the Bashalaera theory, he didn't strengthen the curse per say; he created it, and it gradually strengthened itself and the Rajah as it spread; individual lycanthropes became more powerful and more prone to evil alignments, and Bashalaera came closer to escaping its bonds, as the number of infected individuals grew over a long time. The situation worsened very suddenly when afflicted lycanthropes gained the ability to spread the curse, and that's when the Church of the Silver Flame stepped in. They diminished the curse's power by killing lycanthropes and magically bolstering the Flame's hold over Bashalaera.

P. S. - I know why the abbreviation irritates me: it originated with the movie Underworld whose creators apparently felt that "lycanthrope" was too complicated a word for the mindless masses. I hated the insulting simplification even before it started being used on the forums.
