Does a map of this city exist anywhere? I can't find one in the ECS.

If there is one, it hasn't been published yet. The Sharn sourcebook comes out in a few months, and presumably there will be at least one map in it.

I'm curious how the maps will be constructed, since Sharn is a city that exists in three dimensions.

There's going to be a sourcebook exclusively on Eberron that will most likely contain a ful map. Seeing the three-dimensional build of Sharn, a map would most likely be quite complex and multi parted. But on the bright side, I don't really think a complete map of sharn is needed, only a discription of every large tower/cluster of towers. With one tower/cluster -> one district, with upper levels of all towers devoted to upper class citizens and buisness and lower portions as the slumms and downtown parts (at least, this my view on the city, according to the information provided in the ECS)

Yeah, it sucks that the publishers don't push the book out before November. It is really hard for me to want to start a campaign out in a city where a sourcebook is going to be written. I wouldn't want to start a game in Eberron, write out the city of Sharn and then change it all when I realize the sourcebook is SOOOO much better! That's why I'm not taking the party to Sharn untill late November! :D

I'll almost definitely be buying the Sharn sourcebook. I would have killed for a map of the city and I've only run one session in Eberron so far.

Though a map would have been helpful, detailed information on Sharn would obviously take up way more pages than there is room in the campaign setting.
