The cards aren't for Eberron, they're for "Mark of Heroes," which is just the RPGA's Eberron game (like "Living ______"). They come from the RPGA, and end up at cons and in magazines and the like, I believe.

Why do they need cards? Well, most of them are just promotional material, really. Weird rules twists that someone felt like adding. Most of them seem game-breaking or cost so much that it's not worth using them, in my opinion.

The character-creation cards, however, serve to limit the number of people who can make a specific character. If you're playing your home game and everyone wants to make a kalashtar, the DM can easily ask you to choose other races or just take the all-kalashtar party and roll with it. If you're administering a massively-multiplayer quasi-worldwide D&D game, that becomes harder. So instead you give people a limited list of what they can be, and then give out little cards to those who want something exotic. I think the limit on character creation cards (you can have like 1 or 2 at most, IIRC) also serves to keep strange combinations out of play... e.g. you can't be a kalashtar scout, because that's two separate cards.

They really do need some kind of limiting mechanic like that, given that they've included practically *EVERYTHING* from all the splatbooks, so the world is kind of a hodge-podge of random stuff. Given that the only thing doing that are cards, and that there is probably a massive temptation to print a whole lot of these cards as promotional materials, I don't expect it to work too well.
