Set Up:
Adventurers are ushered into a darkened room of the Brelish Citadel. A man, puffing a cigar, sits behind a large polished table of Cedar covered with maps and charts of locations unfamiliar to the PCs (unless they meet a Bard Know. or Know(Geo) check). He removes cigar.
"Thank you for coming so quickly. Sit"
The characters grumble for being dragged out of their inn so late at night, but he silences them with a word.
"What you are about to hear is classified information regarding the safety of Breland and indeed, all of Khorvaire, if not all of Eberron. Anyone uninterested in serving the Citadel for a incredibly large commission can leave now." He says with a sinister glint in his eye.
"That's what I thought."
He rises and tosses dossiers at down the table
"Dateline 984 YK: Ten years prior to its destruction, the royal house of Cyre constructs a terrbile weapon in the Frostfell with the help of House Cannith. According to the eggheads, when a plane called Mabar is coterminous with our plane, this weapon has the power to produce a field of energy capable of inflicting wounds to all caught within it, continuously. Due to its unique location far to the north, it can create this field anywhere on the planet. In the days nearing the project's completion, the head research scientist on the project, Merrix d' Cannith, successfully petitioned his house to break off the effort to complete the weapon. The Island, colloquially known as Dark Archon Island to its inhabitants, was abandoned.
Dateline 994 YK: Days after the mourning, Prince Oargev is offered a small parcel of Brelish land in exchange for salvage rights of the now empty Dark Archon Island. The weapon is discovered and its true nature is quickly deduced. Talks of finishing the project begin immediately with house Cannith. Fearing another day of Mourning, House Cannith reluctantly agrees to finish the project under the assumption that it will be an acceptable deterrant to war. It is named the Boranel Cannon.
Dateline: 998 YK With the approaching coterminous period of Mabar, King Boranel commissions Merrix himself to lay the final piece to the Cannon and conduct tests on sections of Xen Drik to ascertain the weapon's potency. An elite unit of the citadel is dispatched to ensure the project's swift and uneventful conclusion
Dateline: 48 hours ago: All contact with Dark Archon is lost.
Dateline: 30 hours ago: At great expense, House Orien assists the teleporting of a Brelish fleet to the waters off of Dark Archon. The fleet is attacked by an unknown force and all but a few vessals are destroyed.
The nature of the attackers is completely unknown, but given the defnsible nature of the island, and the secrecy of the Boranel project,we assume our forces have mutinied.
Dateline: 24 hours ago: The Citadel recieves a list of demands. Among the items is a summarily large amount of gold, an airship, and the house cannith's creation forge schematics. If the demands ae not met, Merrix d' Cannith will be summarily executed along with several Brelish officers overseeing the tests, and Sharn, along with Wroat and the host knows where else will be targeted by the Boranel Cannon.
Now, gentlemen and lady, you known what the situation is. Your mission will be to infiltrate the island, rescue the hostages, ascertain their ability to activate the cannon, and prevent them from doing so if they already can. You must also learn who's responsible for this action so that the party responsible can face the King's justice. You will recieve no equipment from the citadel. If you are caught, we will disavow any connection to you. We will disavow any of this entire occurrence to keep from starting a panic. Should you succeed, each of you will recieve a letter of credit good for 50000 gp anywhere in Breland.
You will leave immediately. Mabar will be coterminous within 12 hours. If you do not succeed within that time frame, Breland must give into the demands. There is an old, forgotten telportation circle located on Dark Archon. We didn't install it, we just found it and linked it to a room within this keep. You will be inserted on the island using that, but to prevent any suspicion, we will seal the circle, making it impossible for you to return using that method. There is a Sivis communication station probably still functioning on Dark Archon. Whence you've succeeded, inform us using that.
May Dol Dorn speed your victory, and good luck."

Don't forget the good ol' cardboard box. +10 to disguise and hide checks never goes amiss. Plus, make your NPCs about as brainy as a bag of rocks, to add to the feel of the MGS series.
PC: "I climb up the pipe"
DM: "Roll a Move Silently check"
PC: "Errr.... 1"
DM: "You fall onto a metal grating, making a large clanging sound"
Guard: "What was that just now?"
PC: "......"
Guard: "Must have been the wind..."
PC: :uh-huh:

And that sounds rather nifty, actually. Though I've never played that game.
