Note that the daughters of Sora Kell are making legitimate bids to be reognised and did attend the Thronehold talks (or was that attempt to attend?)

The trick with the Shadow Marches and Demon Wastes is that they're geographical areas, unclaimed by one unifying ruler or allince.

Plus they probably never actually took part in the war.

The Wastes yes. According to Player's Guide to Eberron, the Marches were, at least before the War, claimed by Breland.

Claimed but unmanaged most likely.

And now Droaam's in the way it's just a geographic region with a lot of tribes and house Tharashk loosely running the show.

Indeed. Droaam was propably like that too, as well as Q'barra and the Talenta Plains.
