Need help with fleshin out an encounter [Archive] - Wizards Community

I was hoping that one of you could help me with making an encounter that is interesting. I have a few basic ideas, but was hoping somebody could help me flesh it out.
I want a CR 4 encounter. The enemy to the PC's in this encounter is a hitman/assasin/whatever-term-you-like. It is going to be an ambush in a tavern in Andauir.

What I was thinking in the first place was a kobold (maybe goblin) who waited 'til the PC's were eating. Then he would send a crossbowbolt into one of them from the stairs. when the PC's came after him, he would jump down and countinue shooting. In the end, when he was about to die, he would grab the innkeeper and use him as a hostage to get away. The kobold would be primary rouge, but he might have some levels in fighter.

My brother also came up with a paralyzing-powder, that would paralyze persons in a 10, or maybe 15, foot cone for one round. Fortitude save DC 18 to avoid it. But how can I get that in too? Or would that be a little too much for the PC's? I am primarily looking for a cool, but not very long, encounter.

Or do you have any other ideas? A shifter barbarian charging in, spreading destruction everywhere close to him? A changeling sneaking up close to the PC's, pretending to be a waitress? Anything would be greatly appreciated, and the faster, the better. Must have it ready for tomorow you see.

These are the ability scores I give my "monsters": 16, 15, 14, 12, 10, 10. I put them here, in case anyone is willing to put all the stats and things the assasin has here.

I don't have my books here, so I'm going from memory and the SRD.

For the paralysis-powder, you could make something up and describe its function as being similar to a noxious smokestick (ECS, equipment) or a much toned-down version of Dust of Sneezing and Choking (DMG, cursed items). However, something that does a cone of Paralysis w/ Fort save DC 18 seems a bit high for a CR 4 encounter, though, even with the 1 round duration. A smart attacker would bring henchmen, use this attack, and have them coup-de-grace any helpless defenders. In practice, I don't think it will matter much in this case, because the only way I see that the kobold could benefit is to use it to aid a getaway. Perhaps you should consider something that does stunning instead, or use a lower DC?

Other ideas: I made a hitman NPC for a recent side-session and could send you stats when I get home. He's a Gnoll Monk that worships the Mockery, which if nothing else would be memorable when you describe his physical appearance. I was using him as an enforcer for the monstrous gang in Sharn, but that shouldn't make a difference here, you could just make him a hired merc or assassin. Only catch is that I think it was CR 5.

2 minor macgic items make all the difference.

1) Potion of protection from arrows
2) Slippers of spider climbing

Imagine hanging of the side of a tower, sniping at the characters on the bridge, grinning maniacly as their arrows do next to nothing against him.

Of course, he is still vulnerable to spells, so make it a race with high enough dex to make a reflex save, and hope for the best.
