| DyloniusFunk08-09-05, 05:34 PM | I remmeber a few weeks ago there was a thread about life in Khoviare after the Last War. One of the things that was brought up was the possibilites of war crime tribunials. That's touched on briefly in a new SI article i found. It dosen't go into much detail. It's basically about a Karnathi Admiral wanted by thrane for atrocities commited during the war. According to the article,During the negotiations that led to the Treaty of Thronehold, Thrane demanded that Horacht be turned over for trial. The general went into seclusion shortly thereafter, and the final treaty included no extradition mechanisms for those accused of war crimes. I don't know what levle of canon you consider the SI articles. I would probably put them below Dragonshards myself since at least DS are personally written by Keith Baker. Still, until an offiical book is written dicussing such matters, it's your best bet if you want to include things like war criminals in your game. Of course there could be lots of this stuff in 5N, i don't have that book yet |

Part of the interesting point that's causing much of the tension is the fact that there was no equivalent of Nuremburg and I imagine that every side contained psychopaths who butchered the enemy brutally. In a previous Dragonshard we had a fortress of Breeland that still had individuals attempting to fight the war. I imagine that certain individuals are not guaranteed "free travel rights" and particularly notorious people might be seized like Augusto Pinochet by unfriendly governments and lead to tensions. |
| Fraction Jackson08-09-05, 06:06 PM | I see a promblem with war crimes in Eberron Supposedly, the only law that the nations held unifidedly for a period was "The Code Of Galifar", but this paticular code belonged to a unified nation, and all the nations would be byast against paticular offenders. For Example: Karnath has a liteunant that is famous for sneaking monks and other unarmed combatants into enemy strongholds and such. So, Mr. Bloodybones happens to have killed a few innocents in these raids. Karnath see's him as a freakin' hero, while Aunidair as a vile villain. The World uses the United Nations (I beleive, or it was possibly NATO) as a tribunal against war criminals. They act as an impartial gathering to pass judgement. Who in Eberron can't be paid off or be blackmailed. |

Many nations don't accept that they should be subject to the international war crimes tribunal, and I believe the US is one of them. In many ways the Five Nations could feasibly be better set up in this regard, given that they were in fact unified at one point. We can't say the same about the real world. That said, the SI I take umbrage with again, because its basically trying to force the modern day on Eberron - yes, again. War crimes? Come on. |

| Naudachu08-09-05, 07:57 PM | I remember reading something in the ECS about House Deneith (a branch of them, I can't think of the name) being able to chase criminals across borders and acting somewhat like an international police. Of course this is probably more for recent criminals than war crimes, but may still apply in certain situations. As far as who then judges these people, that's pretty much up in the air. Deneith is headquartered in Karnnath, so I'm sure there's a real and imagined bias there. Aren't there some holdouts that guard the old Galifar capital, Thronehold, on that island in the center of Khorvaire? They're probably not interested in making any waves, though, but they might be able to be called on for impartiality. And the island would definitely be neutral ground. That's where they Treaty of Thronehold after all. I guess it would be helpful to look at how the world worked before the United Nations. The Joan of Arc case may be a good place to start. |
| Naudachu08-10-05, 08:02 PM | I was just reading the Dragonshard on the Inspired. Looks like they could easily be looked to as a neutral party. Charismatic Inspired leaders are repairing the damage of the war, protecting cities and generally helping to keep a lawful society. An Inspired judge for war crimes (shudder), it could happen. |

Those would be sentinel marshals. As for war crimes, I think its a perfectly fine thing to have. The Romans had their equivilent to war crimes. Sure they saw war as brutal, and natural a natural state of their empire, but they didn't go for total nut bags being in control (short of a few examples.... Nero.....). For a long time people were prosecuted for them, even in our own history, it was usually by their own nations though. In Eberron there is no far reaching body to make decisions like this, so each nations does. They don't always agree. |
