So it's mentioned in the ECS that instead of just being used to modify d20 rolls, Action Points can be spent to auto-stabilize your character if thy fall below 0 HP, activate a class feature with a per day requirement (apparently not usable for Dragonmark abilities), or hasten an infusion.

But is that it?

Unearthed Arcana has lots more uses for Action Points, many of which are more dramatic and useful for classes like Rogues, Rangers, and Fighters who don't use infusions or have X/per day abilities.

Things like boosting bonuses during Total Defense actions, Improving their caster level on spells, cast a spell without using up a spell slot, getting an extra attack, or even using the effects of a feat they don't normally have (assuming they meet the prerequisites).

So are the Action Point uses listed in the ECS all there are in Eberron, or do other books provide more uses independent of feats and prestige classes? If not, then have you as a DM added any general uses of Action Points to your game?

I'd allow gnomes (or any other race with n/per day spells as a racial) to spend 2 action points for an extra use of thier racial spell abilities.

I should clarify that to say that 2 action points lets you use one racial spell-like ability one extra time, not 2 action points and now you can use all of them again.

Also, I thought that I had read somewhere that shifters can spend an action point (or 2) to shift if they've used up all their shiftings per day, but I can't seem to find it now. It may have been a feat.

The UA uses, especially feat emulation, tend to break things a bit. I did recently extend the ECS uses to all class and race abilities that are x/day. We're toying with the idea of using defense rolls (roll d20 instead of assume the base 10 in your AC for each attack someone takes at you) which allows for using AP for defense.
