Here's the problem. I'm converting Bind Elemental to the Dynamic Spellcasting system in AD20M (Advanced d20 Magic). Essentially, a spellcaster gives up slot-based casting for a DC based casting system. In case anyone doesn't remember.

Item Creation is easier to figure with AD20M. So I'm converting the Bind Elemental feat to the System (the rest of the Eberron Item Creation feats [which are treated like real Item Creation feats, like More Rings] are emulated by the Magical Genius feat [a feat that stacks!])

Here's the problem. Bind Elemental requires lesser planar binding to be cast. The spell has a spell casting DC of 48 (the feat works differently for Artificers). The problem is, what sort of a penalty to the casting DC should Bind Elemental give Lesser Planar Binding? So I set up two problems with a control problem so you can see the dilemma.

Control Problem: Creating a +1 Dagger

[1]+1 Dagger.[/i] Based on the magic weapon spell (DC 20). The base DC is 45 (20 + 25), plus the Bonus squared (1 x 1 = 1). The total item creation DC is 46.

ie.: to create the item using AD20M, you need to apply modifiers = Invocation [+5], Evocation [+5], and Component Modifiers (9,000 gp) [+9], Investing your Mind (1,000 XP) [+10] as well as your Spellcasting Bonus [+7], as well as your Fortitude Bonus [+4] = Creation DC 6, only need to roll 7 or above while casting a permanent magic weapon spell on your dagger.

Bind Elemental Problems, which is more balanced?

We will use a Waterborn Longsword +1 for our logic problem.

If Bind Elemental provided a +20 bonus while casting Lesser Planar Binding to bind an Elemental into a item:

Waterborn Longsword +1. Bound Elemental using the lesser Planar Binding Spell (DC 48) and Bind Elemental feat (-20 DC). The Base DC is 48 (28 + 20), plus the bonus squared (1 x 1 = 1). The total item creation DC is 49.

If Bind Elemental provided a +10 Bonus while casting Lesser Planar Binding:

Waterborn Longsword +1. Bound Elemental using the lesser Planar Binding Spell (DC 48) and Bind Elemental feat (-10 DC). The Base DC is 58 (38 + 20), plus the bonus squared (1 x 1 = 1). The total item creation DC is 59.

Which is more balanced?

that depends on what level you want people to be gaining access to it and what is the expected level of peoples skills (I.E. How common are skill bonus and attribute boosting items going to be?)

Well, the feat will remain pretty much unchanged (9th level required as well as Craft Wondrous Item). Under the Dynamic spellcasting system in AD20M, you can get the feat earlier than that.

This is simply because it's possible for a 1st level Wizard to learn Lesser Planar Binding under the Dynamic Spellcasting System. If he can get past the Spellcraft check (it has a Casting DC of 48, so the Spellcraft check to learn the spell is against a DC of 38).
