I'm not too big on being a part of, or using the Dragonmarked Houses in my campaigns outside of using their facilities to propel a game forward. However, as for like a Duskblade getting the Dragonmarked spells; I'd say its possible. If a House Denith soldier wishes to learn one of the Dragonmarked spells, he first off needs a dragonmark as stated in the rules. Then I'd put him through a "school" of wizards and such they teach said spells. Make it just like a wizard learning spells for his spellbook; a spellcraft check. This makes earning the spell and accomplishment that furthers the House member into his House. Granted your player may complain about having to put skill points into Spellcraft, but that's what separates those with the Dragonmarked spells and those without; the effort to learn.
