I did a quick search and looked about but did not find any answers to my questions...

1. Are there any rules and mechanics for campaigning in a dream environment?

2. Has anyone campaigned using Dal Quor?

3. Is this all in Secrets of Sarlona and I am just going to have to wait until I buy a copy?

Try looking at Keith Baker's article in Dragon #324 (http://paizo.com/dragon/products/issues/2004/v5748btpy7ye7). From what I recall, it offers ideas and suggests rules for running adventures in dreams.

And Secrets of Sarlona will help, but it's a good book either way.

While it's not set in Eberron, I also wrote a chapter in Atlas Games' Occult Lore (which I suspect is out of print in paper, but out in PDF) dealing with oneiromancy and adventuring in dreams - it's always been a favorite subject of mine, which is why we have the Inspired and kalashtar. ;)

Heroes of Horror includes feats and spells associated with dreaming as well as a new domain if I recall correctly. There's also a short section that presents using dreamscapes in a campaign.

The old 3e Manual of the Planes gives information about the Region of Dreams on pages 201-204. After that it's the Plane of Mirrors... :evillaugh
